The current system, which is based on the average salary for the past three years, underestimates payments, as a result of which the majority of Ukrainian pensioners receive meager amounts.

He spoke about this on the air of “News.LIVE” .

According to Getmantsev, pensioners in Ukraine often receive too low payments not because they worked less or “in the shadows”, but because of the imperfect formula by which pensions are calculated. Currently, they are calculated from the average salary for the last three years, which significantly reduces the size of pension payments.

“The later a person retires, the greater their payment will be, because the average salary is increasing. Accordingly, the pension is calculated from the average salary for the last three years, and this amount is less than the ratio to your personal salary,” explained Getmantsev.

The politician emphasized that in Ukraine the ratio of average salary to pension is less than 30%, while in the European Union countries this figure reaches about 40%. That is why the Ukrainian pension system needs reform — first of all, changing the calculation formula so that it reflects the real level of a person’s income.

In addition, Hetmantsev drew attention to a large-scale social problem: among 10 million Ukrainian pensioners, about 7 million live below the poverty line. This indicates that the state must create a new system that will guarantee elderly people a decent life after retirement.

According to the head of the Finance Committee of the Verkhovna Rada, reforming the pension system should become one of the priorities of state policy in order to gradually bring the standard of living of Ukrainian pensioners closer to European standards.

It was previously reported that in 2026, Ukraine plans to increase the minimum pension from UAH 2,361 to UAH 2,595. However, as analysts admit, even after the increase, this amount will remain several times less than the real subsistence minimum, which for a pensioner currently amounts to over UAH 7,000.

As a reminder, the government assures that the issue of raising the retirement age is not currently being considered . However, some changes regarding pensions are still planned.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram.

The head of the Finance Committee of the Verkhovna Rada of Ukraine, Danylo Hetmantsev, said that Ukrainian pensions could increase to the level of EU countries if the formula for calculating them is changed.
