In some Russian military enlistment offices, contracts are signed mostly by elderly people or those with chronic diseases.<\/p>\n<p> The Khanty-Mansi Autonomous Okrug currently offers the highest contract signing bonus of 3.2 million rubles (approximately $39,300). In the Sverdlovsk Oblast, however, even an increase in the bonus to 3.1 million rubles has not led to an increase in the number of people willing to join the army.<\/p>\n<p> Military enlistment office employees reported that potential recruits are mainly interested in monetary payments and benefits \u2014 such as debt forgiveness, loan deferrals, or preferential tuition for children.<\/p>\n<p> On the eve of the August US-Russian summit in Alaska, the Russian Ministry of Defense stepped up advertising, promising that the war would supposedly end soon and offering to &#8220;earn millions before peace.&#8221;<\/p>\n<p> According to ISW, the Russian leadership continues to increase financial payments due to the decline in recruitment rates. The institute&#8217;s experts believe that even a further increase in payments will not be able to significantly affect the number of volunteers.<\/p>\n<p> &#8220;ISW continues to believe that a decline in recruitment rates to a level where Russia cannot compensate for its high losses could force President Vladimir Putin to choose between declaring a forced mobilization or sitting at the negotiating table to end the war,&#8221; the report says.<\/p>\n<p> By the way, <a href=\"https:\/\/prm.ua\/rosiia-verbuie-heymeriv-tspd-poperedzhaie-pro-prykhovanu-mobilizatsiiu-molodi\/\">the idea of creating supposedly special &#8220;gamer troops&#8221; in Russia is actively being spread in pro-Kremlin media<\/a> &#8211; that is, mobilized shooter fans who should learn to control drones more quickly.
