Russia has seen a decline in the number of volunteers willing to fight against Ukraine, indicating that the financial incentives used by the Kremlin to recruit soldiers are losing effectiveness.<\/strong><\/p>\n

This is stated in a report<\/a> by the Institute for the Study of War (ISW).<\/p>\n

According to ISW, even in regions with the highest lump sum payments, the number of new contract soldiers is not increasing. In some Russian military enlistment offices, contracts are signed mostly by elderly people or those with chronic diseases.<\/p>\n

The Khanty-Mansi Autonomous Okrug currently offers the highest contract signing bonus of 3.2 million rubles (approximately $39,300). In the Sverdlovsk Oblast, however, even an increase in the bonus to 3.1 million rubles has not led to an increase in the number of people willing to join the army.<\/p>\n

Military enlistment office employees reported that potential recruits are mainly interested in monetary payments and benefits \u2014 such as debt forgiveness, loan deferrals, or preferential tuition for children.<\/p>\n

On the eve of the August US-Russian summit in Alaska, the Russian Ministry of Defense stepped up advertising, promising that the war would supposedly end soon and offering to “earn millions before peace.”<\/p>\n

According to ISW, the Russian leadership continues to increase financial payments due to the decline in recruitment rates. The institute’s experts believe that even a further increase in payments will not be able to significantly affect the number of volunteers.<\/p>\n

“ISW continues to believe that a decline in recruitment rates to a level where Russia cannot compensate for its high losses could force President Vladimir Putin to choose between declaring a forced mobilization or sitting at the negotiating table to end the war,” the report says.<\/p>\n

By the way, the idea of creating supposedly special “gamer troops” in Russia is actively being spread in pro-Kremlin media<\/a> – that is, mobilized shooter fans who should learn to control drones more quickly. In fact, according to the Center for Countering Disinformation (CDC), this is an element of covert mobilization.<\/p>\n

Let us recall that for the first time since the start of full-scale aggression against Ukraine, the Russian state is spending almost half of all federal budget revenues on military needs.<\/a> Every second ruble paid by taxpayers is directed to supporting the army and purchasing weapons.<\/p>\n

As reported, German Chancellor Friedrich Merz said that currently Russian President Vladimir Putin has no motives to end the war against Ukraine or conclude a peace agreement.<\/a><\/p>\n
