Instead, Moscow is leaning towards a different tactic &#8211; continuous mobilization instead of mass.<\/p>\n<p> According to ISW, the creation of a mechanism for small but permanent mobilizations would be a significant change in Russia&#8217;s approach to building an army. Until now, the Kremlin has tried to attract recruits mainly through financial incentives, avoiding mass conscription after the failed forced mobilization in the fall of 2022.<\/p>\n<p> The Russian Cabinet of Ministers&#8217; Commission on Legislative Activities has already approved draft amendments that effectively remove current legal barriers to the use of reservists in combat operations even without an official declaration of mobilization or a state of war.<\/p>\n<p> According to experts, this change indicates that the current system of forming reserves in Russia is becoming less and less effective. The Kremlin is likely seeking to move to a permanent mandatory recruitment of reservists to compensate for the high losses suffered by the army on the Ukrainian front.<\/p>\n<p> At the same time, ISW emphasizes that despite the preparation of new mechanisms, Russia is currently not ready for a large-scale mobilization that would significantly increase the number of its troops.<\/p>\n<p> It was previously reported that the idea <a href=\"https:\/\/prm.ua\/rosiia-verbuie-heymeriv-tspd-poperedzhaie-pro-prykhovanu-mobilizatsiiu-molodi\/\">of creating special &#8220;gamers&#8217; troops&#8221; in Russia<\/a> &#8211; that is, mobilized shooter fans who should learn to control drones more quickly &#8211; is actively being spread in pro-Kremlin media. In fact, according to the Center for Countering Disinformation (CDC), this is an element of covert mobilization.<\/p>\n<p> Let us recall that for the first time since the start of full-scale aggression against Ukraine, <a href=\"https:\/\/prm.ua\/viyna-pohlynaie-derzhavu-kreml-vytratyv-50-biudzhetu-na-front\/\">the Russian state is spending almost half of all federal budget revenues on military needs<\/a> .
