President of Ukraine Volodymyr Zelenskyy appointed Olga Kobylinska as military ombudsman.<\/strong><\/p>\n

This is stated in the text of Decree No. 792\/2025<\/a> .<\/p>\n

According to the document, Kobylinska was appointed to the newly created position of Military Ombudsman. By another presidential decree \u2014 No. 791\/2025 \u2014 she was dismissed from her previous position as Commissioner of the President of Ukraine for the Protection of the Rights of Servicemen and Their Families.<\/p>\n

The position of Military Ombudsman was introduced in accordance with the law adopted by the Verkhovna Rada in September 2025. The new institution should provide civilian control over the observance of the rights of military personnel, reservists, conscripts, members of volunteer territorial defense formations, as well as foreigners serving in the Armed Forces of Ukraine.<\/p>\n

The Military Ombudsman is appointed by the President of Ukraine for a term of five years, with the possibility of re-election for only one additional term.<\/p>\n

Olga Kobylinska<\/strong> is a project manager at the Ukrainian Helsinki Human Rights Union. In 2014, she co-founded one of the largest foundations to support the Ukrainian army, “Return Alive,” where she was responsible for coordinating the foundation’s work with law enforcement agencies and directly with the forces and means of the anti-terrorist operation in eastern Ukraine.<\/p>\n

She has significant experience in human rights and journalism. In 2019, she was a member of the commission to elect the head of the National Agency for the Prevention of Corruption.<\/p>\n

It was previously reported that President Volodymyr Zelenskyy announced the creation of the position of military ombudsman in Ukraine.<\/a> The first person to be appointed to this position will be the Commissioner for the Rights of Servicemen, Olga Reshetylova.<\/p>\n

As a reminder, on June 3, the Verkhovna Rada supported in the first reading draft law No. 13266, which provides for the creation of the institution of a military ombudsman to protect the rights and freedoms of servicemen<\/a> . The document received 287 votes from people’s deputies.<\/p>\n
