The goal is to minimize the possibility of using individual entrepreneurs in schemes related to the sale of access to bank accounts.<\/strong><\/p>\n<p> This <a href=\"https:\/\/forbes.ua\/news\/nbu-proponue-mintsifri-uskladniti-zakrittya-fopiv-dlya-borotbi-z-dropami-16102025-33410\" rel=\"nofollow noopener\" target=\"_blank\">was announced by<\/a> NBU Chairman Andriy Pyshny in an interview with Forbes Ukraine.<\/p>\n<p> Currently, sole proprietorships can be closed automatically, but the NBU proposes to introduce an additional stage \u2014 a verification of the entrepreneur&#8217;s activities before allowing the registration of termination. According to Pyshny, such an analysis should include a verification of turnover and fulfillment of tax obligations.<\/p>\n<p> The regulator also plans to take a comprehensive approach to the problem of &#8220;drops.&#8221; In the coming weeks, a bill on the creation of a registry for enhanced monitoring of drops may be submitted to the Verkhovna Rada, which, according to Pyshny, will be the next step in the fight against this phenomenon.<\/p>\n<p> The NBU Chairman emphasized that drops are not only a tool for tax evasion and financial fraud. They can be used for arms trafficking, drug trafficking, and even to finance terrorist activities. Because of this, the NBU considers it necessary to launch information campaigns to explain to citizens: selling one&#8217;s own card or individual entrepreneur registration can make a person an accomplice in criminal schemes.<\/p>\n<p> According to Pyshny, the number of detected drop cards currently does not demonstrate clear dynamics: &#8220;Current indicators do not go beyond the average values of previous periods,&#8221; that is, there is no stable trend of growth or decline.<\/p>\n<p> <strong>A &#8220;dropper&#8221;<\/strong> is a person who transfers control of their bank account to others; large sums of money pass through such accounts, making it impossible for government oversight of transactions. Recently, criminals have begun not only to sell access to cards, but also to create fake sole proprietorships, which makes it much more difficult to detect illegal flows.<\/p>\n<p> Another problem is banking secrecy: the state does not control internal transfers between individuals&#8217; cards and does not require reporting of such transactions. This makes citizens&#8217; accounts a convenient cover for companies and criminal groups that want to hide large transactions from tax authorities, financial monitoring, and law enforcement.<\/p>\n<p> Typically, &#8220;dropouts&#8221; open several accounts at different banks and sell them in packages to &#8220;clients.&#8221; In return, account holders receive payments ranging from approximately UAH 800 to UAH 4,000 per week \u2014 amounts that, as the NBU emphasizes, do not correspond to the level of risk involved.<\/p>\n<p> According to the regulator, &#8220;drops&#8221; are involved in a wide variety of operations: from processing payments for illegal online casinos and &#8220;gray&#8221; salary payments to trading on crypto exchanges and possible financing of sabotage and terrorist acts against Ukraine.<\/p>\n<p> Recall that, according to the Unified State Register, <a href=\"https:\/\/prm.ua\/masove-zakryttia-ponad-45-tysiach-novykh-fopiv-ne-protrymalysia-y-roku\/\">in January-September 2025, more than 225 thousand new individual entrepreneurs (IEPs) were registered in Ukraine, and more than 213 thousand IEPs ceased their activities.<\/a><\/p>\n<p> Also follow <strong>\u201cPryamim\u201d<\/strong> on <a href=\"https:\/\/www.facebook.com\/pryamiy\/\" target=\"_blank\" rel=\"noopener nofollow\">Facebook<\/a> , <a href=\"https:\/\/twitter.com\/prm_ua\" target=\"_blank\" rel=\"noopener nofollow\">Twitter<\/a> , <a href=\"https:\/\/t.me\/+rtV4dxYu2_cyNjVi\" target=\"_blank\" rel=\"noopener nofollow\">Telegram<\/a> , and <a href=\"https:\/\/www.instagram.com\/pryamiy\/\" target=\"_blank\" rel=\"noopener nofollow\">Instagram.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Bank of Ukraine has appealed to the Ministry of Digital Transformation with an initiative to make it more difficult to automatically terminate the registration of individual entrepreneurs.
