{"id":1308897,"date":"2025-10-20T14:41:40","date_gmt":"2025-10-20T11:41:40","guid":{"rendered":"https:\/\/prm.ua\/the-eu-council-approved-a-plan-to-abandon-russian-gas-details-of-the-proposal\/"},"modified":"2025-10-21T06:12:54","modified_gmt":"2025-10-21T03:12:54","slug":"the-eu-council-approved-a-plan-to-abandon-russian-gas-details-of-the-proposal","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/the-eu-council-approved-a-plan-to-abandon-russian-gas-details-of-the-proposal\/","title":{"rendered":"Europe Cuts the Cord: The EU\u2019s Final Break with Russian Gas"},"content":{"rendered":"<p><strong>On Monday, October 20, the Council of the European Union approved a decisive plan to completely phase out imports of Russian natural gas \u2014 a move aimed at ending the bloc\u2019s energy dependence on the Kremlin and cutting off one of Moscow\u2019s key financial lifelines for the war.<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">This<\/span> <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/10\/20\/council-agrees-its-position-on-rules-to-phase-out-russian-gas-imports-under-repowereu\/\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">is stated<\/span><\/a> <span style=\"font-weight: 400;\">on the Council of Europe website.<\/span><\/p>\n<p data-start=\"0\" data-end=\"143\">The plan is part of the European Union\u2019s <strong data-start=\"41\" data-end=\"54\">REPowerEU<\/strong> roadmap \u2014 a strategic initiative to end dependence on Russian energy once and for all.<\/p>\n<p data-start=\"145\" data-end=\"345\">The <strong data-start=\"149\" data-end=\"182\">Council of the European Union<\/strong> stressed that Russia has weaponized its gas supplies, and the EU has repeatedly faced supply disruptions that have severely affected the European energy market.<\/p>\n<p data-start=\"347\" data-end=\"514\">Against this backdrop, the European Union has proposed <strong data-start=\"402\" data-end=\"483\">a full ban on the import of both pipeline gas and liquefied natural gas (LNG)<\/strong> from the Russian Federation.<\/p>\n<p data-start=\"516\" data-end=\"673\">Under the plan, <strong data-start=\"532\" data-end=\"611\">Russian gas supplies to Europe will be prohibited starting January 1, 2026.<\/strong> A transition period will be granted for existing contracts.<\/p>\n<p data-start=\"675\" data-end=\"841\">Short-term contracts signed before <strong data-start=\"710\" data-end=\"727\">June 17, 2025<\/strong>, may be extended until <strong data-start=\"751\" data-end=\"768\">June 17, 2026<\/strong>, while long-term contracts may remain valid until <strong data-start=\"819\" data-end=\"839\">January 1, 2028.<\/strong><\/p>\n<p data-start=\"843\" data-end=\"1076\">Any amendments to existing contracts will be allowed <strong data-start=\"896\" data-end=\"946\">only for narrowly defined operational purposes<\/strong> \u2014 and will not permit increased supply volumes, except in special cases for landlocked member states affected by route changes.<\/p>\n<p data-start=\"1078\" data-end=\"1376\">The EU also plans to <strong data-start=\"1099\" data-end=\"1130\">simplify customs procedures<\/strong> for non-Russian gas imports. Licensing authorities will only need to provide basic information before the gas enters EU customs territory, while <strong data-start=\"1276\" data-end=\"1374\">imports of Russian gas during the transition period will face stricter reporting requirements.<\/strong><\/p>\n<p data-start=\"1378\" data-end=\"1528\">According to the proposal, <strong data-start=\"1405\" data-end=\"1452\">EU member states must submit national plans<\/strong> detailing measures and potential challenges in diversifying gas supplies.<\/p>\n<p data-start=\"1530\" data-end=\"1717\" data-is-last-node=\"\" data-is-only-node=\"\">The <strong data-start=\"1534\" data-end=\"1563\">final version of the plan<\/strong> has not yet been adopted \u2014 the President of the European Council will now begin negotiations with the <strong data-start=\"1666\" data-end=\"1689\">European Parliament<\/strong> to reach a final agreement.<\/p>\n<p>As a reminder, <a href=\"https:\/\/prm.ua\/tysk-trampa-podiiav-yevrosoiuz-vidmovytsia-vid-rosiyskoho-skraplenoho-hazu-ranishe-zaplanovanoho-terminu\/\">the European Union seeks to abandon the purchase of Russian liquefied natural gas<\/a> earlier than planned within the framework of the 19th package of sanctions against Russia.<\/p>\n<p>By the way, on October 16, <a href=\"https:\/\/prm.ua\/na-krok-blyzhche-do-embarho-yes-hotuietsia-zaboronyty-haz-i-naftu-z-rosii\/\">EP committees approved projects that provide for the European Union to completely abandon imports of Russian gas and oil<\/a> starting from January 1, 2026.
