However, funding for the State Bureau of Investigation, which is responsible for prosecuting military personnel, was increased by 23%.

This was stated on the air of “Pryamoy” by Volodymyr Ariev, a people’s deputy from “European Solidarity”.

“Compared to 2025, defense spending increased by only 1.5%. We remember that during 2025 there was a lack of defense funds, and we were looking for a solution where to get them from. I don’t understand why this wasn’t foreseen from the very beginning, because today the defense sector is funded in the budget by less than half of the needs. This is undoubtedly the main expense item for the Ukrainian budget today,” Ariev noted.

https://www.youtube.com/watch?v=AihQtEwOeP4

Military Debt Crisis: How the Government Plans to Plug the Budget Black Hole

Instead, according to him, the 2026 budget draft increases funding for the State Bureau of Investigation by 23%.

“The SBI prosecutes the military, in particular for minor things that often cannot even be called a crime or violation. But they invent things, attract hand-picked experts to support the accusations, and so on. It is they who are fighting against the opposition today, keeping officials on the hook, and blackmailing them with criminal cases. They are being given increased funding, and I believe that this indicates the intentions of the Ukrainian leadership,” the People’s Deputy emphasized.

In addition, he informs, the authorities continue to spend crazy money on the programs “Cashback”, “Vovina Thousand” and the telethon. “The money goes to the oligarchs, because their channels participate in the telethon. These are Kolomoisky, Pinchuk, Mindich, who, as it turned out, has a diamond business in Russia, as well as Boyko and Firtash, who receive preferences, in particular in the gas market. All this continues, while we have a huge hole in the budget, the deficit exceeds 50%,” Ar’ev explains.

Holes in the defense budget: where did the military money go?

At the same time, the MP says, despite the lack of funds, the authorities refuse to introduce transparent rules for taxation of the gambling business.

“They categorically refuse to additionally tax the gambling business during martial law at 50% of their profits. They will not suffer much from this, but we understand that certain people in power are interested in this… Money can be found not only through a reduction in embezzlement in tenders, but also through such sources of financing that are mainly in the sphere of interests of Bankova and their entourage,” said Volodymyr Ar’yev, a people’s deputy from European Solidarity.

As a reminder, the Verkhovna Rada Committee on Budget supported the updated version of the state budget for 2025, which provides for a significant increase in spending on the security and defense sector – by 325 billion hryvnias. In addition, on October 21, the parliament supported the draft resolution with conclusions and proposals for the State Budget for 2026 as a basis. 239 deputies voted for this decision during the plenary session.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram .

The draft State Budget for 2026 increased defense spending by only 1.5%, although this area is funded at less than half of its needs.
