The Kremlin\u2019s war machine is faltering under the weight of its own ambitions.<\/strong><\/p>\n<p data-start=\"0\" data-end=\"387\">According to Russian media, the authorities in St. Petersburg have <strong data-start=\"67\" data-end=\"93\">retroactively canceled<\/strong> the 1.6 million ruble payment promised to volunteers participating in the so-called \u201cSVO.\u201d Several servicemen, who discovered the change only after contacting their local social welfare offices, <strong data-start=\"289\" data-end=\"319\">terminated their contracts<\/strong> after realizing they would not receive the promised compensation.<\/p>\n<p data-start=\"389\" data-end=\"589\">This situation clearly demonstrates that the Russian Federation is facing serious problems \u2014 not only with personnel recruitment, but, more importantly, with <strong data-start=\"547\" data-end=\"586\">funding the active phase of its war<\/strong>.<\/p>\n<p data-start=\"591\" data-end=\"778\">The issue stems from the <strong data-start=\"616\" data-end=\"664\">massive damage inflicted on Russia\u2019s economy<\/strong> by Ukrainian drone strikes targeting oil refineries. Economists estimate the losses at around <strong data-start=\"759\" data-end=\"775\">$100 billion<\/strong>.<\/p>\n<p data-start=\"780\" data-end=\"1315\">Even Russian sources acknowledge that <strong data-start=\"818\" data-end=\"857\">38% of the country\u2019s oil refineries<\/strong> have been partially or completely shut down as a result of these strikes. Since <strong data-start=\"938\" data-end=\"1020\">oil and petroleum products account for roughly 30% of Russia\u2019s budget revenues<\/strong>, Ukraine\u2019s strategy is clearly aimed at <strong data-start=\"1061\" data-end=\"1115\">crippling the Kremlin\u2019s ability to finance its war<\/strong>. The <strong data-start=\"281\" data-end=\"303\">population density<\/strong> in these areas remains relatively high, particularly among men of conscription age. The <strong data-start=\"392\" data-end=\"429\">occupation authorities understand<\/strong> that it is far easier to mobilize in the occupied territories than within the Russian Federation itself, where such measures could spark discontent and protests.<\/p>\n<p data-start=\"596\" data-end=\"793\">By conscripting Ukrainians from occupied regions, Moscow <strong data-start=\"653\" data-end=\"687\">kills two birds with one stone<\/strong>: replenishing its army\u2019s ranks while simultaneously <strong data-start=\"740\" data-end=\"790\">depopulating and Russifying the occupied areas<\/strong>.<\/p>\n<p data-start=\"795\" data-end=\"1143\">This strategy effectively turns the war into a <strong data-start=\"842\" data-end=\"863\">colonial campaign<\/strong>. Russia secures its control not only through military force but also through the <strong data-start=\"945\" data-end=\"1000\">physical extermination of the local male population<\/strong>, which could otherwise organize resistance. The occupiers do not trust the locals \u2014 so they eliminate them, one mobilization wave at a time.<\/p>\n<p data-start=\"1145\" data-end=\"1600\">The <strong data-start=\"1149\" data-end=\"1190\">Ukrainian Ministry of Foreign Affairs<\/strong> has strongly condemned Russia\u2019s autumn draft in the occupied territories, stressing that <strong data-start=\"1280\" data-end=\"1350\">forced service in the Russian Armed Forces constitutes a war crime<\/strong> under international law. The ministry emphasized that forcibly conscripted Ukrainians are being used as <strong data-start=\"1455\" data-end=\"1474\">\u201ccannon fodder\u201d<\/strong> in a war against their own country, and urged residents of occupied regions to <strong data-start=\"1553\" data-end=\"1597\">avoid conscription by any means possible<\/strong>.<\/p>\n<p data-start=\"1602\" data-end=\"1945\" data-is-last-node=\"\" data-is-only-node=\"\">Meanwhile, despite the acute <strong data-start=\"1631\" data-end=\"1655\">shortage of manpower<\/strong>, Russia continues trying to <strong data-start=\"1684\" data-end=\"1722\">intensify its offensive operations<\/strong>.
