Belgian Prime Minister Bart de Wever expressed support for the idea of creating a reparations loan for Ukraine, but warned that this is only possible if three key legal requirements are met.<\/strong><\/p>\n

He stated<\/a> this on the eve of the EU leaders’ summit, which took place on October 23, reports “European Truth”.<\/p>\n

The Belgian Prime Minister’s main concern is the protection of Belgium’s legal interests, in particular in connection with the Euroclear financial repository, where frozen assets of the Russian Federation are stored. According to de Wever, even during World War II, the frozen funds were not touched, so such a step is very serious and requires careful legal documentation.<\/p>\n

De Wever has outlined three conditions that Belgium considers essential for supporting a reparations loan. First, a clear allocation of legal risks is needed so that the country does not file excessive claims in the event of problems. Second, he insists on guarantees of joint and several liability among all countries participating in the project so that the risks are not transferred only to Belgium. Third, the country wants to see similar measures from other states where Russian assets are also stored.<\/p>\n

“We understand that there are frozen assets in many other countries, but they don’t talk about it openly. If we are moving in this direction, we must act together,” the Prime Minister emphasized.<\/p>\n

He also warned of possible Russian countermeasures, which could include confiscating the property of European companies operating in Russia, as well as influence through pro-Russian countries. “We can take Putin’s money – but then he will take ours. In the worst case, we will even help him, instead of punishing him,” said Bart de Wever.<\/p>\n

The Prime Minister recalled the importance of transparency in matters of risks and a legal basis for making such an unprecedented decision. According to him, currently there is no such basis, and moving forward without it is dangerous.<\/p>\n

“Our reservations are quite justified,” he concluded.<\/p>\n

As a reminder, the European Commission has developed a new initiative that involves using the proceeds from frozen Russian assets to finance a large-scale loan to Ukraine<\/a> . This is an amount of 140 billion euros, which Kyiv will be able to receive to support the budget and strengthen the defense sector.<\/p>\n

As reported, the European Union is considering providing Ukraine with a 140 billion euro loan, which would be financed by frozen Russian assets. However, a dispute has already arisen within the EU – Paris and Berlin want the funds to be used only for the purchase of weapons produced in Europe.<\/a><\/p>\n
