This could cause the Russian Central Bank to abandon plans to lower the key rate.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-24\/russia-rate-cut-in-question-as-refinery-attacks-raise-fuel-costs\" rel=\"nofollow noopener\" target=\"_blank\">is reported by<\/a> Bloomberg.<\/p>\n<p> The publication notes that the Russian economy is already suffering from high borrowing costs, and the regulator is acting with utmost caution. A Central Bank representative said that the decision on the rate will be &#8220;balanced and will take into account all available data,&#8221; despite calls from Russian lawmakers to reduce financial pressure on businesses and the state budget.<\/p>\n<p> Experts are divided in their forecasts: about half expect a reduction in the key rate from the current level of 17%, while the rest do not predict any changes.<\/p>\n<p> &#8220;The current acceleration in inflation and rising inflation expectations significantly limit the space for rate cuts,&#8221; explained Andriy Melashchenko, chief economist at Renaissance Capital&#8217;s Moscow office.<\/p>\n<p> After a brief return to the inflation target of 4%, prices in Russia have started to rise again. Analysts attribute this to the end of the seasonal effect of the summer price decline in fruits and vegetables, as well as the weakening of the ruble.<\/p>\n<p> However, the main reason for the price increase was fuel shortages. As the war continued, Ukraine intensified attacks on Russian energy infrastructure \u2014 including refineries, pipelines, and marine terminals. As a result, gasoline prices rose by 3% in September and another 2% in October.<\/p>\n<p> The Central Bank of the Russian Federation acknowledges that inflation risks remain. The planned increase in VAT from 20% to 22% in 2026 to cover military spending could add 0.6\u20130.8 percentage points to consumer price growth.<\/p>\n<p> In addition, the increase in the fee for recycling imported cars will limit their availability for the population, which also puts pressure on the market.
