{"id":1312409,"date":"2025-10-27T22:16:31","date_gmt":"2025-10-27T20:16:31","guid":{"rendered":"https:\/\/prm.ua\/pensions-under-control-which-ukrainians-may-be-deprived-of-payments-in-2025\/"},"modified":"2025-10-27T22:16:31","modified_gmt":"2025-10-27T20:16:31","slug":"pensions-under-control-which-ukrainians-may-be-deprived-of-payments-in-2025","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/pensions-under-control-which-ukrainians-may-be-deprived-of-payments-in-2025\/","title":{"rendered":"Pensions under control: which Ukrainians may be deprived of payments in 2025"},"content":{"rendered":"<p><strong>In 2025, a significant number of Ukrainian pensioners will have to undergo an identification procedure \u2014 a mandatory identity check, without which payments may be temporarily suspended.<\/strong><\/p>\n<p> At the same time, according to Andriy Dzis, a lawyer at the law company &#8220;Merezha Prava&#8221;, the lack of identification is just one of the many reasons why the Pension Fund suspends or changes accruals, OBOZ.UA <a href=\"https:\/\/www.obozrevatel.com\/ukr\/ekonomika-glavnaya\/fea\/bez-perevirki-zalishat-bez-pensij-dlya-kogo-obovyazkova-identifikatsiya-i-komu-mozhut-zmenshiti-viplati.htm\" rel=\"nofollow noopener\" target=\"_blank\">reports<\/a> .<\/p>\n<p data-start=\"368\" data-end=\"443\"> The lawyer explained that payments are most often suspended or revised due to:<\/p>\n<ul><\/p>\n<li data-start=\"446\" data-end=\"527\"> submitting to the PFU false information on the basis of which a pension was assigned;<\/li>\n<p><\/p>\n<li data-start=\"530\" data-end=\"641\"> no financial transactions on the account or failure to receive money at the post office for more than six months;<\/li>\n<p><\/p>\n<li data-start=\"644\" data-end=\"763\"> failure to undergo physical identification by citizens who are abroad or in temporarily occupied territories;<\/li>\n<p><\/p>\n<li data-start=\"766\" data-end=\"843\"> change of disability group or failure to undergo a re-examination at the medical and social commission;<\/li>\n<p><\/p>\n<li data-start=\"846\" data-end=\"882\"> court decision to suspend payments.<\/li>\n<p><\/ul>\n<p><\/p>\n<p data-start=\"884\" data-end=\"1220\"> Dzis recalled that until 2025, Ukrainians who remained in the occupied territories could not receive pensions. However, on February 11, 2025, Cabinet Resolution No. 299 came into force, which allowed such payments, provided that the citizen confirms the fact of not receiving a pension from Russia and passes identification by the end of the year.<\/p>\n<p><\/p>\n<p data-start=\"1222\" data-end=\"1412\"> Similar requirements apply to pensioners living abroad. According to the expert, this is necessary to prevent fraud &#8211; to ensure that the pension goes to the person to whom it belongs.<\/p>\n<p><\/p>\n<p data-start=\"1414\" data-end=\"1700\"> &#8220;The Law <em data-start=\"1421\" data-end=\"1471\">\u201c<\/em> On Verification and Monitoring of State Payments <em data-start=\"1421\" data-end=\"1471\">\u201d<\/em> provides for verification of the accuracy of data that affect the right or amount of assistance. Therefore, refusal to undergo verification may lead to termination of accrual, if this is provided for by regulatory acts,&#8221; the lawyer noted.<\/p>\n<p><\/p>\n<p data-start=\"1702\" data-end=\"1854\"> He separately drew attention to internally displaced persons: their pensions are paid only if they have a valid IDP status or after passing verification.<\/p>\n<p><\/p>\n<p data-start=\"1856\" data-end=\"1904\"> Identification can be done in several ways:<\/p>\n<ul><\/p>\n<li data-start=\"1907\" data-end=\"1974\"> online &#8211; through the Pension Fund&#8217;s electronic services web portal;<\/li>\n<p><\/p>\n<li data-start=\"1977\" data-end=\"2106\"> via video call, by submitting an application on the portal or by calling the hotline: 0 800 503 753, (044) 281-08-70, (044) 281-08-71;<\/li>\n<p><\/p>\n<li data-start=\"2109\" data-end=\"2192\"> through diplomatic institutions of Ukraine abroad &#8211; embassies or consulates;<\/li>\n<p><\/p>\n<li data-start=\"2195\" data-end=\"2258\"> in person &#8211; at PFU service centers or bank branches.<\/li>\n<p><\/ul>\n<p><\/p>\n<p data-start=\"2260\" data-end=\"2532\"> According to Andriy Dzis, a pension suspended due to lack of identification can be restored. In some cases, the Pension Fund compensates for the funds not received, but only for the last three years. If the break in payments lasted longer, part of the amount will not be restored.<\/p>\n<p><\/p>\n<p data-start=\"2534\" data-end=\"2728\"> At the same time, if the delay or suspension was due to the fault of the PFU itself, citizens have the right to demand the return of all owed funds without any time limit, as well as compensation for loss of income.<\/p>\n<p><\/p>\n<p data-start=\"2730\" data-end=\"3002\"> The lawyer also highlighted cases where pensions are canceled due to errors or dubious certificates, especially among the liquidators of the Chernobyl accident. Since the summer of 2025, the Pension Fund has begun checking such documents, and often cancels certificates of earnings in the exclusion zone.<\/p>\n<p><\/p>\n<p data-start=\"3004\" data-end=\"3260\" data-is-last-node=\"\" data-is-only-node=\"\"> &#8220;The reasons are different: missing primary documents, incorrectly drawn up form, mismatch of work periods or bonuses. Often such decisions should be appealed in court, because pensioners have the right to protect their accruals,&#8221; Andriy Dzis concluded.<\/p>\n<p><\/p>\n<p data-start=\"3004\" data-end=\"3260\" data-is-last-node=\"\" data-is-only-node=\"\"> As a reminder, <a href=\"https:\/\/prm.ua\/https-prm-ua-p-1308870-preview-true\/\">the government adopted a resolution that streamlines the procedure for making all payments under court decisions<\/a> \u2014 both for previous periods and for the current one.
