The National Bank of Ukraine has proposed introducing taxation on parcels worth up to 150 euros, as well as on electric vehicles and luxury goods.<\/strong><\/p>\n

This is stated in the NBU inflation report<\/a> for October 2025.<\/p>\n<\/div>\n

According to the regulator, such measures will help reduce the state budget deficit, which reached $24.9 billion in the first nine months of 2025.<\/p>\n

It would be appropriate to introduce taxation on non-priority imports, including parcels, electric vehicles, and luxury goods, as Ukraine’s budget deficit remains significant, the National Bank noted.<\/p>\n

According to the NBU, the main factors driving the deficit are high defense spending and infrastructure restoration costs. At the same time, the regulator emphasized that such tax initiatives will not have a significant negative impact on the country’s economic growth.<\/p>\n

“The reduction in imports due to taxation will not affect the state’s defense capability and will not pose a threat to macro-financial stability,” the report states.<\/p>\n
