Government representatives also stated in the closed portion of the court hearing that the sanctions against Poroshenko were imposed for educational purposes.<\/p>\n<p> &#8220;We were promised that we would hear a response from President Zelenskyy&#8217;s representative in a closed session about why sanctions were imposed. We heard with our own ears that the person subject to sanctions should reflect on their behavior. That is, in front of the court, even behind closed doors, they say such nonsense. He&#8217;s the teacher of all of us here, Poroshenko in particular, and he can afford to do such things,&#8221; Novikov said.<\/p>\n<p> &#8220;All the explanations President Zelenskyy gave at the beginning of this story, on February 13, the day after the signing of the sanctions decree, don&#8217;t correspond to what we actually see in the case file. All the talk about &#8216;billions being siphoned off abroad,&#8217; that it was information from the Financial Monitoring Service, that it was information from the Security Service of Ukraine (SBU)\u2014none of that happened.&#8221;<\/p>\n<p> &#8220;Zelenskyy has decided to build a triple wall between himself and this situation. He, as president, only signs the National Security and Defense Council decision proposed by the Cabinet of Ministers, and so it&#8217;s a case of &#8216;a mouse for Zhuchka, and a granddaughter for a mouse.&#8217; And at the end of this chain, it seems, stands Yulia Svyrydenko, who ultimately became prime minister, but we became prime minister. Zelenskyy&#8217;s advisor and commissioner for sanctions was present at the first meeting, meaning the president personally oversaw this, that for him, it was a personal matter. Now this has been documented, and it can no longer be reversed,&#8221; Novikov says.<\/p>\n<p> &#8220;The second question is that, apparently, some of the evidence was falsified. Specifically, today we examined a disk that was allegedly recorded in the Cabinet of Ministers and submitted for consideration at a National Security and Defense Council meeting on the evening of February 12. This disk contained appendices to the Cabinet of Ministers&#8217; proposal on sanctions. The files on this disk were saved on February 13. The cover letter from Shmyhal, then the Prime Minister of Ukraine, was only released at 11:13 PM on February 13, a day after this very disk was supposedly considered at the National Security and Defense Council meeting.<\/p>\n<p> The next hearing on the case will take place on November 21.<\/p>\n<p> It was previously revealed <a href=\"https:\/\/eurosolidarity.org\/2025\/10\/06\/nezakonni-sankcziyi-proty-poroshenka-u-verhovnomu-sudi-splyvaye-dedali-bilshe-falsyfikaczij-i-porushen-zakonu\/\" rel=\"nofollow noopener\" target=\"_blank\">during the case&#8217;s consideration<\/a> that some of the documents on the basis of which the sanctions were imposed were submitted to the National Security and Defense Council retroactively after the decision had been made and the Decree had been signed.<\/p>\n<p> Earlier, <a href=\"https:\/\/eurosolidarity.org\/2025\/08\/19\/predstavnyczya-zelenskogo-u-verhovnomu-sudi-vyznala-shho-v-ukaz-shhodo-sankczij-vnosylys-zminy\/\" rel=\"nofollow noopener\" target=\"_blank\">President Zelenskyy&#8217;s representative to the Supreme Court acknowledged<\/a> that changes were made to the signed decree implementing the National Security and Defense Council&#8217;s decision on sanctions against Poroshenko, which she called &#8220;technical amendments.&#8221;<\/p>\n<p> According to lawyer Ihor Golovan, the Vinnytsia District Administrative Court&#8217;s ruling on Petro Poroshenko&#8217;s lawsuit against the National Security and Defense Council (NSDC) staff and the NSDC Secretary entered into force on July 31. &#8220;In particular, it was established that the Decree and its appendix, which was sent for the president&#8217;s signature and dated February 12, 2025, contained errors. Specifically, Petro Poroshenko&#8217;s identification code contained 11 digits instead of 10.
