Former Commander-in-Chief of the Armed Forces of Ukraine and Ambassador to the United Kingdom Valery Zaluzhny spoke about the tactics of Russian Foreign Minister Sergei Lavrov during international negotiations. According to Zaluzhny, the Russian Foreign Minister uses methods of Soviet diplomacy, including “delay tactics” and “rhetorical U-turns.”<\/strong><\/p>\n

Zaluzhny noted that Lavrov’s behavior demonstrates the legacy of the Soviet school of diplomacy, which is based on the long-standing practice of evading direct answers. He emphasized that Lavrov’s main tool is the “effect of linguistic asymmetry” – the use of legally verified but ambiguous formulations that allow avoiding specifics.<\/p>\n

“The head of the Russian Foreign Ministry, like his Soviet predecessors, systematically evades specific answers, relegating the discussion to the plane of secondary details,” Zaluzhny emphasized.<\/p>\n

According to him, this method allows to reduce the level of criticism and makes it difficult for opponents to form a unified position. Another element of the “Soviet school” of diplomacy is the use of historical parallels, when Lavrov emphasizes the colonial past of Western countries in order to remove responsibility from Russia.<\/p>\n

In addition, the Russian Foreign Ministry uses “tactics of exhaustion” – it voices an excessive number of remarks and counterarguments in order to overload opponents and force them to waste time on refutations.<\/p>\n

Zaluzhny also drew attention to the “selective citation” of documents, when Russian diplomacy focuses only on the beneficial provisions of international agreements.<\/p>\n

“Such a practice creates the illusion of the legal validity of the position and reinforces it with the appearance of formal legitimacy,” he noted.<\/p>\n

According to Zaluzhny, the main goal of such a system is not to find a compromise, but to control the agenda and prevent concessions. He emphasized that this model of negotiations creates the illusion of dialogue, allowing the Russian Foreign Ministry to cover up aggressive policies with diplomatic formalities.<\/p>\n

“This model of negotiations also has a downside: it gradually reduces trust in Russian diplomacy as a tool for resolving conflicts,” Zaluzhny summed up.<\/p>\n
