{"id":1318936,"date":"2025-11-11T13:34:34","date_gmt":"2025-11-11T11:34:34","guid":{"rendered":"https:\/\/prm.ua\/europe-is-stalling-without-us-money-the-tribunal-on-russian-aggression-may-not-take-place\/"},"modified":"2025-11-11T13:34:34","modified_gmt":"2025-11-11T11:34:34","slug":"europe-is-stalling-without-us-money-the-tribunal-on-russian-aggression-may-not-take-place","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/europe-is-stalling-without-us-money-the-tribunal-on-russian-aggression-may-not-take-place\/","title":{"rendered":"Europe is stalling: without US money, the tribunal on Russian aggression may not take place"},"content":{"rendered":"<p><strong>The Council of Europe&#8217;s initiative to establish a Special International Tribunal to consider the crime of Russian aggression against Ukraine has encountered financial difficulties that may hinder its implementation.<\/strong><\/p>\n<p> Euronews <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/11\/11\/exclusive-creation-of-ukraines-special-tribunal-at-risk-over-budget-concerns\" rel=\"nofollow noopener\" target=\"_blank\">reports<\/a> this.<\/p>\n<p> According to the publication, without the participation of the United States in financing, the project may prove too expensive for European countries, which already have to bear most of the costs associated with assisting Ukraine.<\/p>\n<p> The Council of Europe has prepared a preliminary estimate for the tribunal of around \u20ac75 million per year, excluding costs for premises, security and infrastructure. The European Union intends to allocate \u20ac10 million annually, but the main potential donors \u2013 France, Germany, Italy and the United Kingdom \u2013 have not yet confirmed their participation in the funding.<\/p>\n<p> After the reduction of American support for Ukraine, it is European partners who have to cover most of the financial costs, which complicates the launch of the initiative.<\/p>\n<p> The Council of Europe has not yet provided any official comments, only noting that negotiations with member states are still ongoing.<\/p>\n<p> In order for the tribunal to begin work, it is necessary to enlist the support of at least 16 countries, but in the case of Russian aggression, this number could be higher.<\/p>\n<p> As a reminder, the head of European diplomacy, Kaia Kallas, announced that <a href=\"https:\/\/prm.ua\/yevrosoiuz-vydilyt-koshty-na-stvorennia-spetstrybunalu-dlia-rf-ta-na-dopomohu-zhertvam-rosiyskoi-ahresii\/\">the European Union will allocate funds to create a Special Tribunal for the crime of aggression by the Russian Federation and to assist Ukrainian children deported by the Russians, victims of sexual crimes by the occupiers.<\/a><\/p>\n<p> As reported, the Secretary General of the Council of Europe, Alain Berset, suggested that <a href=\"https:\/\/prm.ua\/koly-zapratsiuie-spetstrybunal-shchodo-zlochyniv-ahresii-rf-u-radi-yevropy-daly-vidpovid\/\">a special tribunal regarding Russian crimes against Ukraine could become operational in 2026.<\/a><\/p>\n<p> Also follow <strong>\u201cPryamim\u201d<\/strong> on <a href=\"https:\/\/www.facebook.com\/pryamiy\/\" target=\"_blank\" rel=\"noopener nofollow\">Facebook<\/a> , <a href=\"https:\/\/twitter.com\/prm_ua\" target=\"_blank\" rel=\"noopener nofollow\">Twitter<\/a> , <a href=\"https:\/\/t.me\/+rtV4dxYu2_cyNjVi\" target=\"_blank\" rel=\"noopener nofollow\">Telegram<\/a> , and <a href=\"https:\/\/www.instagram.com\/pryamiy\/\" target=\"_blank\" rel=\"noopener nofollow\">Instagram.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Council of Europe&#8217;s initiative to establish a Special International Tribunal to consider the crime of Russian aggression against Ukraine has encountered financial difficulties that may hinder its implementation.
