The old boss had fallen, but a new, younger, and bolder one was ready to take his place.<\/strong><\/p>\n<p data-start=\"0\" data-end=\"72\">The only real question was: who would take over as the new mafia boss?<\/p>\n<p data-start=\"74\" data-end=\"252\">Today\u2019s revelations \u2014 that the president\u2019s long-time friend and co-founder of <em data-start=\"152\" data-end=\"164\">Kvartal 95<\/em> allegedly oversaw a criminal scheme worth billions \u2014 make the answer painfully clear:<\/p>\n<p data-start=\"254\" data-end=\"310\"><strong data-start=\"254\" data-end=\"308\">Volodymyr Zelenskyy has become the new mafia boss.<\/strong><\/p>\n<p data-start=\"312\" data-end=\"513\">Now, Zelenskyy stands at the apex of a corruption empire worth billions. He is no longer just another corrupt official or a typical Eastern European bureaucrat with sticky fingers in state contracts.<\/p>\n<p data-start=\"515\" data-end=\"913\">Under him operates a tightly-knit criminal network \u2014 seasoned fixers, grifters, foremen, and foot soldiers \u2014 all playing their parts. They wear the masks of businessmen, volunteers, former activists, journalists, MPs, and civil servants. In reality, they\u2019re gang members with assigned roles \u2014 men and women who carry cash-stuffed bags and vanish into the woods the moment the skies start to darken.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/the-court-ordered-the-former-owners-of-privatbank-to-pay-compensation-to-the-financial-institution-in-a-short-time-what-will-happen-in-case-of-non-payment\/\">The court ordered the former owners of PrivatBank to pay compensation to the financial institution in a short time: what will happen in case of non-payment<\/a>\n\t<\/aside>\n\n<p data-start=\"0\" data-end=\"163\">Some mafias traffic in drugs, prostitution, or kidnapping. The Dnipropetrovsk clan, however, deals in something far more lucrative \u2014 large-scale financial crime.<\/p>\n<p data-start=\"165\" data-end=\"731\">For years, Ukraine\u2019s mafia bosses have preferred to call themselves <em data-start=\"233\" data-end=\"244\">oligarchs<\/em>. It sounds respectable, even patriotic. But let\u2019s be honest: that\u2019s a euphemism they invented for themselves. If you have money and earned it legally, you\u2019re an entrepreneur \u2014 no matter how much the envious lumpen might despise you. But if your fortune comes from stealing state assets or threatening officials, you\u2019re not an oligarch \u2014 you\u2019re a bandit. And if you\u2019ve built a criminal network to keep repeating those crimes, you\u2019re the head of a criminal organization. Simple as that.<\/p>\n<p data-start=\"733\" data-end=\"863\">Judge Sarah Trauer of the London High Court made this distinction clear in her August ruling in the <em data-start=\"843\" data-end=\"855\">PrivatBank<\/em> case.<\/p>\n<p data-start=\"865\" data-end=\"1154\">According to the judgment, during one tense meeting over PrivatBank\u2019s looming collapse, Ihor Kolomoisky threatened the head of Ukraine\u2019s National Bank, Valeria Hontareva, warning that if the bank were nationalized, he would flee to Israel \u2014 and still \u201cget\u201d the NBU leadership from there.<\/p>\n<p data-start=\"1156\" data-end=\"1444\">At one point, the judge wrote, Hontareva walked out. Kolomoisky then turned to deputy, Kateryna Rozhkova, patted his stomach and said: <em data-start=\"1295\" data-end=\"1369\">\u201cThe tiger in the cage is hungry, but the door is open \u2014 you can leave.\u201d<\/em> Then he added, chillingly: <em data-start=\"1397\" data-end=\"1442\">\u201cMy arms are long. I\u2019ll find you anywhere.\u201d<\/em><\/p>\n<p data-start=\"1446\" data-end=\"1505\">After that encounter, Rozhkova refused to meet him again.<\/p>\n<p data-start=\"1507\" data-end=\"1619\">And, as it turned out, Kolomoisky meant every word. Not long after, unknown men burned down Hontareva\u2019s house.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/kolomoisky-and-bogolyubov-minted-4-billion-in-crypto-former-partner-of-the-oligarchs\/\">Kolomoisky and Bogolyubov \u201cminted\u201d $4 billion in crypto \u2013 former partner of the oligarchs<\/a>\n\t<\/aside>\n\n<p data-start=\"0\" data-end=\"232\">The Dnipropetrovsk mafia isn\u2019t just a criminal group \u2014 it\u2019s a <em data-start=\"62\" data-end=\"84\">state within a state<\/em>, built with precision and cynicism over decades. Its structure mirrors that of a multinational corporation, only its core business is corruption.<\/p>\n<p data-start=\"234\" data-end=\"268\"><strong data-start=\"234\" data-end=\"266\">Here\u2019s how the empire works:<\/strong><\/p>\n<p data-start=\"270\" data-end=\"536\">\u2022 Many factories were stolen or seized \u2014 most of them had once been state-owned.<\/p>\n<p data-start=\"538\" data-end=\"806\">\u2022 <strong data-start=\"540\" data-end=\"566\">A bank turned pyramid.<\/strong> <em data-start=\"567\" data-end=\"579\">PrivatBank<\/em>, once the largest in Ukraine, became a vast laundering machine \u2014 siphoning off billions from depositors before nationalization, then draining those very funds through a web of shell firms controlled by the same mafia circle.<\/p>\n<p data-start=\"808\" data-end=\"1109\">\u2022 <strong data-start=\"810\" data-end=\"832\">A political front.<\/strong> Dozens of bribed MPs, ministers, and officials serve as camouflage. One PrivatBank manager who designed part of the fraudulent scheme, according to London court materials, is now listed as an aide to an MP from <em data-start=\"1044\" data-end=\"1067\">Servant of the People<\/em> \u2014 elected in Dnipropetrovsk, naturally.<\/p>\n<p data-start=\"1111\" data-end=\"1227\">\u2022 <strong data-start=\"1113\" data-end=\"1131\">Media control.<\/strong> Their media empire is massive \u2014 entire TV networks designed not to inform, but to manipulate.<\/p>\n<p data-start=\"1229\" data-end=\"1464\">\u2022 <strong data-start=\"1231\" data-end=\"1254\">Paid propagandists.<\/strong> \u201cJournalists,\u201d \u201cactivists,\u201d and professional opinion-shapers swarm social media and television. When Kolomoisky was finally detained, some of these familiar faces were spotted in court, offering bail money.<\/p>\n<p data-start=\"1466\" data-end=\"1647\">\u2022 <strong data-start=\"1468\" data-end=\"1484\">Tame clergy.<\/strong> Even local religious figures weren\u2019t off limits. The Dnipropetrovsk rabbi\u2019s involvement in the <em data-start=\"1580\" data-end=\"1586\">KZRK<\/em> deal remains one of the more absurd, if telling, episodes.<\/p>\n<p data-start=\"1649\" data-end=\"1905\">\u2022 <strong data-start=\"1651\" data-end=\"1690\">Court jesters turned cover artists.<\/strong> Comedy troupe <em data-start=\"1705\" data-end=\"1717\">Kvartal 95<\/em> \u2014 co-owned by Timur Mindich \u2014 mocked the arson attack on Valeria Hontareva\u2019s home in their sketch <em data-start=\"1816\" data-end=\"1848\">\u201cThe House Burned, It Burned.\u201d<\/em> The message was clear: laugh it off, forget the crime.<\/p>\n<p data-start=\"1907\" data-end=\"2153\">\u2022 <strong data-start=\"1909\" data-end=\"1932\">Propaganda factory.<\/strong> Like every serious mafia, they have their own studios, turning TV shows and films into subtle tools of influence. From Tokyo to Naples, the formula is the same: when the state turns against you, control the narrative.<\/p>\n<p data-start=\"2155\" data-end=\"2439\">At the top of this structure sit two men who managed the \u201cinformation front\u201d of the Dnipropetrovsk clan \u2014 <strong data-start=\"2261\" data-end=\"2325\">Volodymyr Zelenskyy and his long-time friend, Timur Mindich.<\/strong> Together, they built not just <em data-start=\"2356\" data-end=\"2368\">Kvartal 95<\/em>, but a propaganda machine powerful enough to rewrite reality itself.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/euro-underintegration-bankova-continues-to-live-in-an-endless-talk-show\/\">Endless Euro-Soap: How Bankova Turns Ukraine\u2019s EU Path into a Prime-Time Drama<\/a>\n\t<\/aside>\n\n<p data-start=\"138\" data-end=\"235\">The mafia disguised itself as both a financial empire and a public, national-ethnic organization.<\/p>\n<p data-start=\"237\" data-end=\"627\">According to an SBU investigation, the upper ranks of the syndicate \u2014 Kolomoisky, Boholiubov, and Rabinovych \u2014 along with lower-level members, used the accounts of the <em data-start=\"405\" data-end=\"434\">Jewish Community of Ukraine<\/em> to launder billions in stolen funds. A ruling by the Shevchenkivskyi District Court states that members of the group embezzled and legalized \u20b45.8 billion through the organization\u2019s accounts.<\/p>\n<p data-start=\"629\" data-end=\"825\">Such actions are utterly reprehensible. By doing so, these criminals not only stole public money but also fuelled antisemitic sentiment through their cynical exploitation of Jewish institutions.<\/p>\n<p data-start=\"827\" data-end=\"1130\">Masquerading as a \u201cJewish community\u201d, they funded projects of a religious or cultural nature \u2014 including, for instance, the Hurva Synagogue in Jerusalem. Using money looted from Ukrainians, the mafia bought themselves a reputation as respectable gentlemen and benevolent Jewish philanthropists abroad.<\/p>\n<p data-start=\"1132\" data-end=\"1359\">Timur Mindich himself chairs the council of the All-Ukrainian Association of Jewish Public Organizations, <em data-start=\"1237\" data-end=\"1273\">United Jewish Community of Ukraine,<\/em> and sits on its board. The former clan boss serves as the organization\u2019s president.<\/p>\n<p data-start=\"1361\" data-end=\"1589\">At the same time, Mindich, together with Zelenskyy, co-founded the offshore company <em data-start=\"1445\" data-end=\"1464\">Green Family Ltd.<\/em>, which, according to journalists, received part of the stolen PrivatBank deposits \u2014 $6 million out of a total $41 million.<\/p>\n<p data-start=\"1591\" data-end=\"1728\">This is the classic double life of a criminal organization: by day, respectable citizens \u2014 the mafia sleeps; by night, the mafia wakes.<\/p>\n<p data-start=\"1730\" data-end=\"1783\">Is it any wonder Europe keeps its distance from us?<\/p>\n<p data-start=\"1785\" data-end=\"2168\">It was Johan Parts, the author of the EU\u2019s 2021 corruption report on Ukraine, who described the situation most precisely: \u201cstate capture.\u201d Parts wrote bluntly that in Ukraine, a small group of people has seized control of the state and is using all its resources for criminal purposes. The problem, he said, is systemic \u2014 and this remains the collective view of the European Union.<\/p>\n<p>&nbsp;<\/p>\n<p data-start=\"143\" data-end=\"269\">\u201cIn Ukraine, we are dealing with a case of so-called <em data-start=\"196\" data-end=\"211\">state capture<\/em>. It is endemic. Nothing new. A widely recognised fact.\u201d<\/p>\n<p data-start=\"271\" data-end=\"307\">For those who need it spelled out:<\/p>\n<blockquote data-start=\"308\" data-end=\"475\">\n<p data-start=\"310\" data-end=\"475\"><em data-start=\"310\" data-end=\"325\">State capture<\/em> means a group of people exploit their positions \u2014 using the media, politics, governance, and state-owned enterprises \u2014 for their own personal gain.<\/p>\n<\/blockquote>\n<p data-start=\"477\" data-end=\"663\">But much has changed since 2021. We are now witnessing a textbook evolution of a criminal organization: the young gang members pushed the old boss aside and assumed control themselves.<\/p>\n<p data-start=\"665\" data-end=\"708\">There is a new boss in the <em data-start=\"692\" data-end=\"700\">Privat<\/em> clan.<\/p>\n<p data-start=\"710\" data-end=\"873\">Last summer, spooked by law enforcement wiretaps in the Ministry of Justice, he panicked and gave himself away, attempting to destroy NABU in the Verkhovna Rada.<\/p>\n<p data-start=\"875\" data-end=\"921\">The new boss is Volodymyr Zelenskyy himself.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/nabu-came-to-search-the-home-of-the-co-owner-of-quarter-95-mindich-but-he-managed-to-leave-the-country-media\/\">NABU came to search the home of the co-owner of \u201cQuarter 95\u201d Mindich, but he managed to leave the country \u2013 media<\/a>\n\t<\/aside>\n\n<p data-start=\"115\" data-end=\"326\">The history of this clan is long and tangled; one could easily write a hundred more pieces about it. But what does this grim story mean in wartime? It shows that jailing a mafia boss does not destroy the clan.<\/p>\n<p data-start=\"328\" data-end=\"527\">The foot soldiers simply reorganize and crown a new Don Corleone. Yesterday, he was a young, pleasant\u2011faced man; today, he has grown a beard, turned macho, and majestically lets people kiss his hand.<\/p>\n<p data-start=\"529\" data-end=\"746\">Ukraine\u2019s primary task is to survive under the shadow of this criminal organization \u2014 and then to dismantle it.
