However, even after the increase, the average amount of benefits in Ukraine will remain one of the lowest in Europe.

As of October 2025, there are 10.2 million pensioners in Ukraine, of which 2.8 million continue to work. According to the Pension Fund, the average pension is about 6.5 thousand hryvnias, and among working pensioners – just over 7 thousand hryvnias.

At first glance, these figures seem acceptable against the background of the official subsistence minimum for disabled persons of 2,361 hryvnia. However, the average pension still falls short of the actual subsistence minimum, which in June was 7,091 hryvnia.

More than half of pensioners receive less than 5,000 hryvnias, which effectively means living below the real subsistence minimum. Only 15% receive pensions of more than 10,000 hryvnias, and about 30% receive pensions in the range of 5,000 to 10,000 hryvnias.

The highest payments were recorded in Kyiv – 8,848 hryvnias, which is 37% higher than the national average. The lowest pensions are received by residents of the western regions: Ternopil – 4,997 hryvnias, Chernivtsi – 5,173 hryvnias, Zakarpattia – 5,233 hryvnias.

As reported, more than half of Ukrainian pensioners receive monthly payments of up to 5 thousand hryvnias, while only 15% of citizens have pensions of more than 10 thousand hryvnias.

Recall that in 2025, a significant number of Ukrainian pensioners must undergo an identification procedure – a mandatory identity check, without which payments may be temporarily suspended.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram.

The Cabinet of Ministers plans to increase minimum pensions and index them in 2026.
