These are the realities of November 2025. Ukrainian politics has once again outstripped the wildest imagination of any screenwriter, delivering an episode that could easily be titled \u201cEnergy Retreat in Tsarske Selo.\u201d<\/p>\n<p data-start=\"420\" data-end=\"649\" data-is-last-node=\"\" data-is-only-node=\"\">We explain how senior officials of the current government ended up treating the seized property of fugitives as their own personal Airbnb \u2014 and why this amounts to an indictment of the entire state property management system.<\/p>\n<p data-start=\"420\" data-end=\"649\" data-is-last-node=\"\" data-is-only-node=\"\">\n<p><strong>Who did NABU cover up?<\/strong><\/p>\n<p data-start=\"99\" data-end=\"662\">The morning of November 10 was supposed to be a triumph for anti-corruption activists. NABU detectives arrived to search the home of Justice Minister (and former Energy Minister) Herman Halushchenko, a man who often spoke on TV marathons about energy sustainability and transparency. But the trail did not lead them to the civil servant\u2019s modest apartment or even to his official residence. Instead, the detectives arrived at an estate in the elite Tsarske Selo district \u2014 an area long associated with Ukrainian corruption since the 1990s.<\/p>\n<p data-start=\"664\" data-end=\"1170\">And this is where the story takes a striking turn. The house has a notorious history. It belonged \u2014 or rather, still belongs on paper \u2014 to fugitive Vitaliy Zakharchenko, the Minister of Internal Affairs under Yanukovych, whose subordinates beat students on Maidan and whose name became synonymous with the regime the country fought against. Rather than serving as a museum of corruption or a rehabilitation center for veterans, the estate has been repurposed as a VIP hotel for Zelenskyy\u2019s ministers.<\/p>\n<h3 data-start=\"132\" data-end=\"186\">Legal Surrealism: Arrested, but Not for Everyone<\/h3>\n<p data-start=\"188\" data-end=\"590\">To grasp the depth of cynicism, one only needs to look at the documents. Zakharchenko\u2019s estate has been under arrest since 2021 and officially transferred to the management of ARMA (Agency for Tracing and Asset Management). By law, the property should have been sealed or handed over to a manager through a transparent competition, which ARMA failed to conduct twice, citing \u201cno interested parties.\u201d<\/p>\n<p data-start=\"592\" data-end=\"1005\">Legally, no one is allowed to live there. Not even a mouse, without the prosecutor\u2019s permission. Yet Justice Minister Galushchenko spent the night in the estate, the night before NABU\u2019s search. This sets a surreal new precedent: \u201covernight stays for the chosen ones.\u201d For ordinary citizens, seized property remains off-limits. For ministers, it becomes a warm, \u201cnobody\u2019s\u201d house, perfect for riding out a storm.<\/p>\n<h3 data-start=\"1007\" data-end=\"1056\">Corporate Retreat: Who Else Was at the Little Manor?<\/h3>\n<p data-start=\"1058\" data-end=\"1276\">The plot thickens. Galushchenko was not alone. Minutes before the detectives arrived, another high-ranking official left the gates \u2014 former Deputy Minister of Energy and current Minister of Energy, Svitlana Grinchuk.<\/p>\n<p data-start=\"1278\" data-end=\"1428\">This was no ordinary overnight stay. It resembles a secret gathering of the energy sector\u2019s top brass in a setting reminiscent of the \u201cPshonka era.\u201d<\/p>\n<p data-start=\"1430\" data-end=\"1801\">Were they discussing tariffs? Preparing for interrogations? Or simply deciding there was no better place for team building than the seized estate of the Maidan-era enforcer? Coincidence? Astrological phenomenon? Or a sign that the energy \u201cmafia\u201d feels so untouchable it doesn\u2019t even bother to hide? Theories abound: keys from predecessors, or a \u201cback office\u201d operation?<\/p>\n<h3 data-start=\"117\" data-end=\"146\">How Did They Get There?<\/h3>\n<p data-start=\"148\" data-end=\"454\"><strong data-start=\"148\" data-end=\"170\">\u201cHeredity\u201d theory:<\/strong> Perhaps the keys to the little manor are handed over to ministers along with their portfolios. Galushchenko is known to have ties to the Derkach network (another alleged Russian agent). Maybe old connections allow ministers to treat the property of \u201cformer\u201d officials as their own.<\/p>\n<p data-start=\"456\" data-end=\"643\"><strong data-start=\"289\" data-end=\"308\">\u201cAbuse\u201d theory:<\/strong> The minister exploited the fact that ARMA is a powerless agency with no control over its assets. An empty house in the heart of Kyiv \u2014 why not live in it?<\/p>\n<p data-start=\"645\" data-end=\"885\"><strong data-start=\"645\" data-end=\"670\">\u201cBack Office\u201d theory:<\/strong> Some speculate that the estate serves as an unofficial headquarters for \u201cshadow meetings,\u201d far from the prying eyes and bugs in the ministry. Ironically, NABU\u2019s own bugs apparently found their way inside as well.<\/p>\n<h3 data-start=\"127\" data-end=\"139\">Result<\/h3>\n<p data-start=\"141\" data-end=\"235\">Zakharchenko\u2019s estate is a metaphor for Ukraine in 2025.
