While preparing draft options for financial assistance to Ukraine, the European Commission indicated that the war is expected to end next year.<\/strong><\/p>\n

This<\/span> was reported by<\/span><\/a> “European Pravda” with reference to a copy of a letter from EC President Ursula von der Leyen to the leaders of the European Union states.<\/span><\/p>\n

According to her, Ukraine faces a significant funding gap, and even if the war ends, Kyiv will still confront financial shortfalls.<\/p>\n

\u201cPreliminary forecasts by the International Monetary Fund \u2014 assuming the war concludes at the end of 2026 and taking into account all support pledged by the EU, its member states, and international partners \u2014 indicate that Ukraine will still face a substantial shortfall that cannot be addressed without securing new financing,\u201d the European official emphasized.<\/p>\n

She added that last month the European Council committed to resolving Ukraine\u2019s urgent financing needs for 2026\u20132027, including military and defense expenditures.<\/p>\n

Ursula von der Leyen identified four key principles for providing financial assistance to Ukraine:<\/p>\n

    Timely availability:<\/strong> Funding should be provided quickly, with the first disbursements expected in the second quarter of 2026.<\/p>\n<\/li>\n

  2. \n

    Flexibility:<\/strong> Financial support should account for uncertainties regarding Ukraine\u2019s precise funding requirements over the next two years.<\/p>\n<\/li>\n

  3. \n

    No additional fiscal burden:<\/strong> New financial packages should be structured to avoid placing extra strain on Ukraine\u2019s budget.<\/p>\n<\/li>\n

  4. \n

    Shared responsibility:<\/strong> The burden of financing Ukraine should be distributed among EU member states and international partners.<\/p>\n<\/li>\n<\/ol>\n
