Expanded sanctions targeting Chinese ports and refineries are significantly slowing the flow of Russian and Iranian oil to China, the world’s largest consumer of “black gold.” At the same time, the emergence of new schemes to circumvent these restrictions suggests that the current drop in supplies may be short-lived.<\/strong><\/p>\n

As Bloomberg reports,<\/a> citing data from Rystad Energy AS, during this month, imports of Russian seaborne oil to China could fall by 500,000-800,000 barrels per day, about two-thirds of normal volumes. According to analysts, supplies of Iranian crude are also at risk of falling by 200,000-400,000 barrels per day, or almost a third.<\/p>\n

The sharp decline was caused by the actions of large state-owned Chinese oil refineries, which stopped purchasing Russian ESPO oil. It formed the bulk of seaborne imports from Russia. The Chinese companies stopped the deals after the US imposed sanctions on Rosneft and Lukoil.<\/p>\n

An additional blow was the US restrictions on the Rizhao oil terminal, which handled about 10% of all seaborne oil supplies to China. This automatically made it more difficult to receive Iranian oil.<\/p>\n

Not only state structures, but also a number of private Chinese refineries, which are usually willing to take risks by purchasing raw materials from problematic sources, are now abandoning Russian oil. Their caution was reinforced by the reaction of the EU and the UK, which added Shandong Yulong Petrochemical Co., one of the key importers of Russian raw materials, to the sanctions list.<\/p>\n

The material emphasizes that such events have created unusually high tension in the oil market in the PRC.<\/p>\n

Adding to concerns among Chinese buyers, India is also cutting back on Russian oil imports, which could indicate that Western sanctions pressure is finally starting to effectively limit the Kremlin\u2019s revenues used to finance its war in Ukraine.<\/p>\n

Despite everything, Bloomberg notes that the activities of some already sanctioned ports \u2014 in particular Dongjiakou in Shandong province \u2014 demonstrate the possibility of rapid resumption of flows under weak control and insufficient enforcement of sanction requirements.<\/p>\n

Recall, last week the price of Russian Urals oil fell to $36 per barrel, setting the lowest level in the last 2.5 years<\/a> . The fall occurred on the eve of the entry into force of new US sanctions against two of Russia’s largest oil companies.<\/p>\n

By the way, Turkey’s largest oil refineries have started buying more non-Russian oil after the latest sanctions against Russia by the United States, the European Union and the United Kingdom<\/a> . The new restrictions have affected the energy policy of Ankara, which is one of the key buyers of Russian raw materials.<\/p>\n
