The administration of former US President Donald Trump is holding secret consultations with Moscow to create a new peace plan for the war in Ukraine. The plan will include 28 points and is being developed taking into account previous US experience in resolving conflicts abroad.<\/strong><\/p>\n

This is reported by<\/a> Axios.<\/p>\n

According to the publication’s sources, the 28 points can be divided into four main areas:<\/p>\n

peaceful resolution of the situation in Ukraine;<\/p>\n

security guarantees;<\/p>\n

stabilization of the security situation in Europe;<\/p>\n

future US relations with Russia and Ukraine.<\/p>\n

At the same time, the plan has not yet determined how territorial issues, which remain the most sensitive, will be resolved.<\/p>\n

The document is being developed by Trump’s special envoy, Steve Witkoff, who has already held discussions with Russian envoy Kirill Dmitriev. According to Dmitriev, he was in Miami from October 24 to 26, where he met with Witkoff and members of Trump’s team to discuss the main provisions of the plan.<\/p>\n

He noted that, unlike previous attempts, Russia feels that its position is being taken into account, and expressed cautious optimism about the chances of the deal’s success.<\/p>\n

American sources confirmed that the White House informed not only the Ukrainian side, but also European partners about the development of the document. The Trump administration plans to take into account the proposals of all stakeholders and adapt the plan according to the needs of Ukraine and the EU.<\/p>\n

The official said that Witkoff was scheduled to meet with Ukrainian President Volodymyr Zelensky in Turkey, but the trip was postponed. Instead, the special representative discussed key points with NSDC Secretary Rustem Umerov during a meeting in Miami earlier this week.<\/p>\n

Kirill Dmitriev added that the idea of the new plan is based on the principles agreed upon at the US-Russia summit in Alaska, and provides for:<\/p>\n

conflict resolution in Ukraine;<\/p>\n

restoration of bilateral relations between the USA and the Russian Federation;<\/p>\n

solving Russia’s security problems.<\/p>\n

Dmitriev also clarified that the document is being developed separately from the UK’s initiatives for a peaceful resolution of the conflict following the example of Gaza, as, in his opinion, the British concept ignores Moscow’s position. According to him, the US is currently explaining the advantages of its approach to Ukraine and its European allies, relying on Russia’s achievements on the front.<\/p>\n

The goal of the plan is to prepare a detailed written document for the upcoming meeting between Trump and Putin, which should serve as a basis for discussing long-term security mechanisms in Europe, not just in Ukraine.<\/p>\n

It should be noted that the Donald Trump administration sent a high-ranking delegation from the Pentagon to Ukraine to participate in negotiations on possible ways to end the war.<\/a><\/p>\n

Russia previously stated that it was allegedly ready to return to the negotiation process with Ukraine at the Istanbul venue<\/a> . However, according to Russian diplomats, Kyiv has not yet provided an official response to this initiative.<\/p>\n

Subsequently, the First Deputy Minister of Foreign Affairs of Ukraine, Serhiy Kyslytsia, stated that the peace negotiations between Ukraine and Russia, which had been ongoing throughout this year, had ended without any significant results and were now officially suspended.<\/a><\/p>\n

As a reminder, US Special Representative Steve Witkoff was scheduled to arrive in Turkey on November 19 to participate in negotiations with Ukrainian President Volodymyr Zelensky.<\/a><\/p>\n

As reported, amid the corruption scandal at Energoatom, negotiations between Trump’s special representative Steve Witkoff and the head of the President’s Office, Andriy Yermak, were canceled.<\/a><\/p>\n
