The document, which Washington is seeking to push forward as soon as possible, has been published online.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.axios.com\/2025\/11\/20\/trump-ukraine-peace-plan-28-points-russia\" rel=\"nofollow noopener\" target=\"_blank\">is reported<\/a> by Axios.<\/p>\n<p> According to the publication, a senior White House official acknowledged that the proposed plan could be difficult for Kyiv. At the same time, he stressed that, in the opinion of the United States, without a political settlement, the war will drag on, and Ukraine risks losing more territory.<\/p>\n<p> According to Axios, during the preparation of the document, the US also held consultations with Russian representative Kirill Dmitriev, and after that, discussed the plan with the head of the Ukrainian delegation for security issues, Rustem Umerov.<\/p>\n<p> American officials emphasize that they consider the document as a &#8220;living document,&#8221; meaning that it can be adjusted according to the parties&#8217; positions. According to them, Kyiv agreed to some of the points and managed to take into account some of its proposals.<\/p>\n<p> <strong>FULL LIST OF PLAN ITEMS<\/strong><\/p>\n<p> <strong>1.<\/strong> The sovereignty of Ukraine is confirmed.<\/p>\n<p> <strong>2.<\/strong> Ukraine, the Russian Federation, and European states should sign a broad non-aggression agreement, and all controversial issues from previous decades will be considered settled.<\/p>\n<p> <strong>3.<\/strong> Russia undertakes not to interfere in the affairs of neighboring countries, and NATO does not expand further.<\/p>\n<p> <strong>4.<\/strong> The United States acts as a mediator in the dialogue between the Russian Federation and NATO, aimed at resolving security problems and reducing tensions to create the prerequisites for global stability and economic interaction.<\/p>\n<p> <strong>5.<\/strong> Ukraine receives security guarantees.<\/p>\n<p> <strong>6.<\/strong> The maximum number of the Armed Forces of Ukraine is fixed at 600 thousand military personnel.<\/p>\n<p> <strong>7.<\/strong> Ukraine is introducing a provision into the Constitution on the refusal to join NATO, and the Alliance stipulates in its documents that Ukraine&#8217;s membership will not be considered in the future.<\/p>\n<p> <strong>8.<\/strong> NATO does not deploy its troops on the territory of Ukraine.<\/p>\n<p> <strong>9.<\/strong> European fighter jets will be deployed on the territory of Poland.<\/p>\n<p> <strong>10.<\/strong> US Warranty Terms:<\/p>\n<p> Washington receives compensation for providing guarantees;<\/p>\n<p> in the event of Ukraine&#8217;s invasion of the Russian Federation, the guarantee is canceled;<\/p>\n<p> In the event of a new Russian attack on Ukraine, a coordinated military response is launched, sanctions are reinstated, and all bonuses of the agreement for the Russian Federation are canceled;<\/p>\n<p> If Ukraine unreasonably launches a missile strike on Moscow or St. Petersburg, the guarantee will become invalid.<\/p>\n<p> <strong>11.<\/strong> Ukraine may join the EU, and while this issue is being considered, it receives preferential access to the European market.<\/p>\n<p> <strong>12.<\/strong> A large-scale international recovery package is envisaged:<\/p>\n<p> creation of the Development Fund of Ukraine to support high-tech industries;<\/p>\n<p> joint modernization and operation of Ukrainian gas infrastructure;<\/p>\n<p> reconstruction and modernization of cities and destroyed territories;<\/p>\n<p> infrastructure development;<\/p>\n<p> mining projects;<\/p>\n<p> a separate financial package from the World Bank.<\/p>\n<p> <strong>13.<\/strong> The Russian Federation may gradually return to the global economy:<\/p>\n<p> sanctions are being lifted in stages;<\/p>\n<p> The US is concluding a long-term economic partnership agreement;<\/p>\n<p> Russia may be invited to return to the G8.<\/p>\n<p> <strong>14.<\/strong> Use of frozen assets:<\/p>\n<p> $100 billion of Russian funds are being directed to investments in the restoration of Ukraine;<\/p>\n<p> The US receives 50% of the profits;<\/p>\n<p> Europe adds another $100 billion;<\/p>\n<p> The remaining frozen assets will go to a separate US-Russian fund for joint projects to reduce the risk of a recurrence of the conflict.<\/p>\n<p> <strong>15.<\/strong> A joint US-Russian working group is being created to monitor the implementation of security clauses.<\/p>\n<p> <strong>16.<\/strong> Russia enshrines a policy of non-aggression against Europe and Ukraine in its legislation.<\/p>\n<p> <strong>17.<\/strong> The United States and the Russian Federation extend the terms of the treaties on non-proliferation and control of nuclear arms.<\/p>\n<p> <strong>18.<\/strong> Ukraine confirms its status as a nuclear-free state.<\/p>\n<p> <strong>19.<\/strong> The Zaporozhye Nuclear Power Plant resumes operation under the supervision of the IAEA, and the generated electricity is divided in half between Ukraine and the Russian Federation.<\/p>\n<p> <strong>20.<\/strong> The Parties shall implement programs to combat prejudice and cultural intolerance:<\/p>\n<p> Ukraine is implementing EU standards on linguistic minorities and religious freedom;<\/p>\n<p> parties abolish discriminatory policies;<\/p>\n<p> Nazi ideology is prohibited.<\/p>\n<p> <strong>21.<\/strong> Territorial settlement:<\/p>\n<p> The US recognizes Crimea, Donetsk, and Luhansk as de facto Russian;<\/p>\n<p> hostilities in Kherson and Zaporizhia regions are recorded along the front line;<\/p>\n<p> The Russian Federation renounces other occupied territories outside the five regions;<\/p>\n<p> Ukraine withdraws troops from part of Donetsk region, which becomes a demilitarized buffer zone under the Russian Federation;<\/p>\n<p> The Russian Federation is not deploying troops to the buffer zone.<\/p>\n<p> <strong>22.<\/strong> Ukraine and the Russian Federation undertake not to revise the agreed borders by force; violation deprives the parties of security guarantees.<\/p>\n<p> <strong>23.<\/strong> The Russian Federation does not block the use of the Dnieper for commerce, mechanisms for the safe export of grain through the Black Sea are being agreed upon.<\/p>\n<p> <strong>24.<\/strong> Humanitarian block:<\/p>\n<p> exchange of all prisoners and bodies according to the formula &#8220;all for all&#8221;;<\/p>\n<p> the return of civilian hostages, including children;<\/p>\n<p> family reunification program;<\/p>\n<p> assistance to those affected by the conflict.<\/p>\n<p> <strong>25.<\/strong> Ukraine holds elections 100 days after the document is agreed.<\/p>\n<p> <strong>26.<\/strong> All parties to the conflict are granted full amnesty, and no further legal claims are considered.<\/p>\n<p> <strong>27.<\/strong> The agreement becomes legally binding. The Peace Council, headed by Donald Trump, monitors its implementation.
