German Chancellor Friedrich Merz has canceled his schedule to take part in urgent talks with Ukrainian President Volodymyr Zelensky and other European leaders about the US and Russia’s plan to end the war. French President Emmanuel Macron and British Prime Minister Keir Starmer will join the consultations.<\/strong><\/p>\n

European leaders have been briefed on a peace proposal prepared by US and Russian representatives. The plan reportedly includes significant concessions to Russia, including recognition of Crimea, Donetsk and Luhansk as de facto Russian territories.<\/p>\n

According to journalists, the consultations between the leaders will take place in the format of a telephone conversation at noon European time. The publication notes that the United States and Russia have effectively eliminated European states from the discussion process, but it is their position that may determine Ukraine’s further actions.<\/p>\n

Additional talks are expected to take place during a meeting on the sidelines of the G20 summit in South Africa. According to journalists, Finnish President Alexander Stubb is also expected to join the consultations.<\/p>\n

Journalists reported that the German Chancellor changed her planned visit to a school in Berlin to prepare the government’s position on the US-Russia initiative. The article states that the proposed document contains 28 points and includes restrictions on the Ukrainian army and the gradual lifting of sanctions on Russia.<\/p>\n

Separately, it is noted that the plan also provides for security guarantees to Ukraine from the United States. Journalists specify that Washington will receive compensation mechanisms, as well as the opportunity to participate in economic projects after the sanctions are lifted.<\/p>\n

The text of the material contains a statement by Volodymyr Zelensky regarding preliminary consultations with the American side.<\/p>\n

“The American side presented the points of the plan to end the war \u2014 its vision. I outlined our key principles. We agreed that our teams would work on these points to make sure that all of this is real. We are ready for clear and honest work \u2014 Ukraine, the United States, our European and global partners,” Volodymyr Zelenskyy said.<\/p>\n

Journalists reported that a number of points in the document had previously been rejected by Ukraine and its partners. Among the proposed conditions are a ban on Ukraine’s accession to NATO, which should be enshrined in the Constitution, as well as Russia’s return to the G8 format.<\/p>\n

The article also notes that the latest consultations between US and Russian representatives were held with the participation of Steve Witkoff and Kirill Dmitriev. According to journalists, these developments have already caused concern in European capitals due to the scale of the proposed concessions to Moscow.<\/p>\n

The document is based on principles similar to NATO’s Article 5,<\/a> which provides for a collective response by the West in the event of a new Russian attack on Ukraine. At the same time, the Donald Trump administration has sent a high-ranking delegation from the Pentagon to Ukraine<\/a> to participate in negotiations on possible ways to end the war.<\/p>\n

It is worth adding that Ukraine made a significant change to one of the key points of the US peace plan<\/a> , eliminating verification of international aid.<\/p>\n

By the way, Ukrainian intelligence representatives were involved in the negotiations on the American peace plan<\/a> . In particular, the head of the Ministry of Defense’s GUR, Kyrylo Budanov, and the head of the Foreign Intelligence Service, Oleh Ivashchenko, are participating.<\/p>\n
