On Friday, November 21, German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Keir Starmer spoke by phone with Ukrainian President Volodymyr Zelensky. During the conversation, the leaders reaffirmed Ukraine’s full support for preserving its sovereignty and stressed that the current contact line should remain the starting point for any future peace agreements.<\/strong><\/p>\n

According to the German government’s press service, Merz convened a meeting to formulate a joint response to the American “peace plan”, which contains 28 points and caused surprise among European partners. The leaders of the four states discussed harmonizing positions at the level of governments and national security teams, and also agreed to closely coordinate actions with other European countries and with Washington.<\/p>\n

In his Telegram, the President of Ukraine thanked the United States for its efforts to end the war and stressed that the peace plan should ensure a “just and real peace.” He also noted that the teams of the parties will continue to work on the document together to take into account Ukraine’s needs and guarantee its security.<\/p>\n

The leaders agreed that any agreement involving European states, the EU or NATO would require approval from European partners or consensus from allies. Thus, key provisions of the American peace plan, relating to troop deployment or front line adjustments, were rejected as unacceptable without European agreement.<\/p>\n

In fact, the conversation demonstrated the willingness of Germany, France, the United Kingdom and Ukraine to continue coordinating at all levels to achieve the long-term protection of vital European and Ukrainian interests and to ensure that the Ukrainian Armed Forces remain capable of effectively defending the country.<\/p>\n

As a reminder, the US has increased pressure on Ukraine and Russia regarding peace talks<\/a> . According to Reuters, Washington is insisting that Kyiv agree to a framework agreement to end the war by next Thursday.<\/p>\n

By the way, Ukraine made a significant change to one of the key points of the US peace plan, eliminating the verification of international aid.<\/a><\/p>\n

In addition, the American Institute for the Study of War assessed the 28-point peace plan proposed by Russia and the United States to end the war in Ukraine. According to analysts, the document is effectively tantamount to a complete surrender of Ukraine and reflects Russia’s demands since the beginning of a full-scale invasion.<\/a><\/p>\n
