Participants of the strategic workshop agreed on areas of cooperation that will form the basis of decisions at intergovernmental consultations.<\/strong><\/p>\n<p> This <a href=\"https:\/\/mindev.gov.ua\/news\/minrozvytku-ta-bmz-pohodzhuiut-spilni-kroky-shchodo-rozvytku-prohram-dostupnoho-ta-sotsialnoho-zhytla\" rel=\"nofollow noopener\" target=\"_blank\">was reported by<\/a> the Ministry of Community and Territorial Development of Ukraine.<\/p>\n<p> The Ministry of Community and Territorial Development of Ukraine and the Federal Ministry for Economic Cooperation and Development of Germany held a joint strategic workshop on the development of municipal, social and affordable housing. The meeting took place online with the participation of representatives of BMZ, KfW, GIZ, the State Agency for Youth Housing and the Ukrainian Social Investment Fund.<\/p>\n<p> The Ukrainian side was led by Deputy Minister of Community and Territorial Development of Ukraine Natalia Kozlovska. The workshop was a preparatory stage for the intergovernmental consultations between Ukraine and Germany, which are scheduled for next week in Kyiv.<\/p>\n<p> &#8220;It is extremely important for us that we have a common vision with German partners on key areas of housing policy. Today&#8217;s discussion is not just an exchange of positions, but a concrete foundation for joint decisions and projects. We are moving towards systemic changes, and it is precisely such partnership interaction that allows us to move faster from concepts to practical results for people,&#8221; said Natalia Kozlovska.<\/p>\n<p> The parties agreed to further <strong>develop the affordable mortgage program for internally displaced persons<\/strong> . The Ministry of Development, BMZ, and KfW will work on a roadmap for expanding the program, which will involve attracting partners, donors, and creating a sustainable co-financing model.<\/p>\n<p> Separately, the concept of a pilot social housing project, which involves joint implementation between the State Youth Housing Agency and the Ukrainian Social Investment Fund, is considered. The model should ensure transparency of management and form standards for further scaling up social and affordable housing projects.<\/p>\n<p> The meeting participants discussed strengthening the institutional capacity of the State Youth Housing Agency. A feasibility study is planned with the participation of the German side, which will allow adapting the management model to the increased volume of investment projects.<\/p>\n<p> The parties also touched upon the issues of modernizing management approaches, strengthening key functions for working with large investment projects, and improving the processes of attracting international financing.<\/p>\n<p> GIZ and the JEGURA project support will expand regulatory, technical and methodological cooperation on social housing. This will contribute to the harmonization of Ukrainian housing policy with European Union standards and strengthen community capacity.<\/p>\n<p> A separate topic was the development of digitalization and integrated urban planning. The parties agreed to consolidate resources for digital transformation in the field of construction and urban development. The Ministry of Development will continue the creation of a state urban planning cadastre, and BMZ and GIZ will consider the possibility of supporting the formation of a comprehensive digitalization program.<\/p>\n<p> The Ukrainian side confirmed its readiness to move forward along the agreed directions.
