{"id":1325780,"date":"2025-11-26T18:11:39","date_gmt":"2025-11-26T16:11:39","guid":{"rendered":"https:\/\/prm.ua\/ukrainians-are-being-offered-permission-to-own-and-carry-firearms-details-of-the-bill\/"},"modified":"2025-11-26T18:11:39","modified_gmt":"2025-11-26T16:11:39","slug":"ukrainians-are-being-offered-permission-to-own-and-carry-firearms-details-of-the-bill","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/ukrainians-are-being-offered-permission-to-own-and-carry-firearms-details-of-the-bill\/","title":{"rendered":"Ukrainians are being offered permission to own and carry firearms: details of the bill"},"content":{"rendered":"<p><strong>The Verkhovna Rada included bill No. 5708 on the right to civilian firearms, authored by Igor Fris, in the agenda of the fourteenth session.<\/strong><\/p>\n<p> The Judicial and Legal Newspaper <a href=\"https:\/\/sud.ua\/uk\/news\/publication\/347150-verkhovnaya-rada-vklyuchila-v-povestku-dnya-sessii-zakonoproekt-o-prave-na-grazhdanskoe-ognestrelnoe-oruzhie\" rel=\"nofollow noopener\" target=\"_blank\">writes<\/a> about this.<\/p>\n<p> The document was adopted in the first reading back in February 2022, and more than 700 amendments were submitted for the second reading.<\/p>\n<p> Now, its re-submission for consideration may indicate a high probability of final adoption.<\/p>\n<p> <strong>Classification of weapons<\/strong><\/p>\n<p> The bill proposes to introduce five categories of civilian firearms:<\/p>\n<p> \u2022 A \u2013 automatic weapon;<\/p>\n<p> \u2022 B \u2014 smooth-bore short-barreled (traumatic);<\/p>\n<p> \u2022 C \u2014 short-barreled firearms (except traumatic);<\/p>\n<p> \u2022 D \u2014 long-barreled smoothbore;<\/p>\n<p> \u2022 E \u2014 long-barrel thread and combined.<\/p>\n<p> A Unified State Register of Weapons is also being created, to be maintained by the Ministry of Internal Affairs. All weapons transactions will be permitted only after they are included in the register.<\/p>\n<p> <strong>Who can obtain a gun owner&#8217;s license?<\/strong><\/p>\n<p> The right to bear arms will be granted to capable citizens of Ukraine, foreigners and stateless persons permanently residing in Ukraine if they:<\/p>\n<p> \u2022 have no medical contraindications;<\/p>\n<p> \u2022 do not have any criminal convictions that have been expunged or removed;<\/p>\n<p> \u2022 were not brought to administrative responsibility for a number of offenses during the year;<\/p>\n<p> \u2022 have not been deprived by the court of the right to own weapons and are not under sanctions.<\/p>\n<p> State bailiffs may temporarily restrict debtors&#8217; right to use weapons.<\/p>\n<p> <strong>What weapons will be banned?<\/strong><\/p>\n<p> Civil appeal will be prohibited for:<\/p>\n<p> \u2022 weapons that cannot be detected by metal detectors;<\/p>\n<p> \u2022 recycled or illegally modified weapons;<\/p>\n<p> \u2022 weapons with removed markings;<\/p>\n<p> \u2022 calibers exceeding the limits established by law;<\/p>\n<p> \u2022 grenade launchers, mortars, artillery systems and ammunition for them;<\/p>\n<p> \u2022 armor-piercing, explosive and inflammatory ammunition;<\/p>\n<p> \u2022 insert rifled barrels for smoothbore guns;<\/p>\n<p> \u2022 traumatic weapons of caliber less than 6 mm;<\/p>\n<p> \u2022 cartridges for short-barreled weapons loaded with shot or buckshot.<\/p>\n<p> It is also prohibited to transfer weapons as collateral, and to load traumatic weapons with anything other than rubber or similar non-lethal projectiles.<\/p>\n<p> <strong>When will it be possible to use weapons?<\/strong><\/p>\n<p> The weapon will be allowed to be used for:<\/p>\n<p> \u2022 raising an alarm;<\/p>\n<p> \u2022 calling for help;<\/p>\n<p> \u2022 neutralization of an animal that poses a threat to a person.<\/p>\n<p> Hunting with someone else&#8217;s weapon will only be permitted in the presence of its owner or an authorized employee of the hunting grounds.<\/p>\n<p> <strong>Carrying weapons<\/strong><\/p>\n<p> In general, carrying weapons will be prohibited. Exceptions:<\/p>\n<p> \u2022 owners of categories C, D, E \u2013 can carry weapons in the storage area, while hunting, during shooting and competitions;<\/p>\n<p> \u2022 Category B holders \u2013 may carry weapons in any place except in weapons-free zones;<\/p>\n<p> \u2022 Persons awarded Category C weapons will also have the right to carry them.<\/p>\n<p> <strong>Significance<\/strong> <strong>of the bill<\/strong><\/p>\n<p> Bill No. 5708 creates a comprehensive system for civilian weapons circulation, introducing state control and clear rules for storage, carrying, and use.
