The tapes, the NABU investigation, and the anti-corruption committee reports reveal a deeper reality: this is not merely a corruption ring, but a structure exerting forceful control over the state.<\/strong><\/p>\n<p data-start=\"130\" data-end=\"361\">A private punitive matrix, embedded in the current system of power, gathers dossiers on anyone who obstructs the schemers\u2019 necroeconomy \u2014 and uses state instruments to intimidate, discredit, and neutralize those deemed inconvenient.<\/p>\n<p data-start=\"363\" data-end=\"735\">This story is more dangerous than any \u201cfortification theft,\u201d because it reveals something far deeper: alongside the Constitution, there exists a second, informal constitution \u2014 a constitution of fear. Fear of those with access to closed registries, \u201ctheir\u201d law enforcement officers, and hundreds of personal files on detectives, MPs, ministers, journalists, and officers.<\/p>\n<p data-start=\"737\" data-end=\"926\">And until this shadow constitution is burned to ashes, Ukraine may remain a republic on paper, but in practice it will be a managed landscape for necromancers who feed on the state\u2019s decay.<\/p>\n<p data-start=\"139\" data-end=\"411\">Mindich\u2019s group maintained an array of <strong data-start=\"178\" data-end=\"194\">527 profiles<\/strong> \u2014 complete, detailed, confidential. Addresses. Passports. Travel routes. Family ties. Employment. All of it, according to NABU, was gathered not by \u201camateur journalists,\u201d but through access to <strong data-start=\"384\" data-end=\"410\">closed state registers<\/strong>.<\/p>\n<p data-start=\"413\" data-end=\"440\">\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/you-cant-hide-a-needle-in-a-sack-what-sociology-says-about-minditchgate\/\">Needles in Sacks and Minds in Chaos: What \u2018Minditchgate\u2019 Reveals About Society\u201d<\/a>\n\t<\/aside>\n<\/p>\n<p data-start=\"442\" data-end=\"897\">Among the \u201cclients\u201d were <strong data-start=\"467\" data-end=\"489\">15 NABU detectives<\/strong> investigating the energy and power sectors; <strong data-start=\"534\" data-end=\"544\">16 MPs<\/strong>, including members of the anti-corruption committee; <strong data-start=\"598\" data-end=\"635\">18 ministers and deputy ministers<\/strong>; <strong data-start=\"637\" data-end=\"669\">10 investigative journalists<\/strong>; <strong data-start=\"671\" data-end=\"689\">9 SBU officers<\/strong>; and senior managers at Ukrenergo, Naftogaz, and other state giants.<br data-start=\"757\" data-end=\"760\" \/>Particularly cynical is the fact that several of these profiles were compiled <strong data-start=\"838\" data-end=\"896\">five days before the attack on NABU and SAP on 17 July<\/strong>.<\/p>\n<p data-start=\"77\" data-end=\"213\">This is not a coincidence. This is the preparation of the battlefield.<br data-start=\"141\" data-end=\"144\" \/>Why assemble such arrays? To be able to switch them on at any moment:<\/p>\n<p data-start=\"215\" data-end=\"532\">\u2013 deploy targeted \u201cinformation showers\u201d and engineered fakes;<br data-start=\"276\" data-end=\"279\" \/>\u2013 produce kompromat \u2014 authentic or manufactured;<br data-start=\"327\" data-end=\"330\" \/>\u2013 coordinate \u201craids\u201d through compliant law\u2011enforcement units;<br data-start=\"391\" data-end=\"394\" \/>\u2013 and deliver a message to the elites: <em data-start=\"433\" data-end=\"530\" data-is-only-node=\"\">we know everything about you; you are not actors here \u2014 you are there only to sign what they lay on your desk.<\/em><\/p>\n<p data-start=\"158\" data-end=\"457\">This is a classic arsenal of intimidation and kompromat techniques \u2014 straight from the NKVD playbook \u2014 now in the hands of private groups tied to the innermost circle. And deploying state power of this scale against opponents, patriots, and investigators is not just abusive; it is costly by design.<\/p>\n<p data-start=\"459\" data-end=\"979\">Two hundred million hryvnias siphoned from Poltava OVA\u2019s fortifications; dozens of criminal cases against other regional administrations over defence\u2011time embezzlement; hundreds of millions pulled out of Energoatom through \u201cSvitlo M\u201d; financial streams supposedly \u201coverseen through the banks\u201d yet never flagged in a single monitoring report \u2014 this is necroeconomics in its purest form. Profit not from development, but from decay. From trenches without concrete, warehouses without ventilation, armour without integrity.<\/p>\n<p data-start=\"981\" data-end=\"1233\">And for necroeconomics to function, it needs a power dome. Security in private hands, protecting the scheme rather than the state.\u00a0e.<\/p>\n<p data-start=\"316\" data-end=\"707\">In a healthy state, law\u2011enforcement bodies are safeguards. In an infiltrated state, they become instruments for managing the political elite. The most disturbing part of this story is not that Mindich kept dossiers on journalists or detectives. The real danger is that those at the top of the formal hierarchy were also under his \u201cpencil\u201d: ministers, MPs, senior managers, security officers.<\/p>\n<p data-start=\"709\" data-end=\"1183\">And somewhere in Kyiv, there is already a file for every \u201cone\u201d and ten for every \u201cother\u201d. And there will always be someone ready to \u201cremind\u201d you at the right moment: we know where you live, who your children are, what you wrote before 2014, how you travelled, whom you befriended, and what your vulnerabilities are. We don\u2019t need to beat the truth out of you. A fake fed into a well\u2011tuned machine of leaks and \u201canalytical\u201d Telegram channels works no worse than genuine kompromat.<\/p>\n<p data-start=\"1185\" data-end=\"1430\">This is the method of imposing forceful control over the president\u2019s circle and senior leadership: bypassing official structures and transparency, relying instead on private entities&#8217;\u00a0information deployed as a tool<\/p>\n<p data-start=\"1432\" data-end=\"1839\">When the NACP appears on the tapes with the line, \u201cI gave twenty to the NACP,\u201d and the head of the agency tells the committee, \u201cWe couldn\u2019t identify who he meant,\u201d the issue is not a specific $20,000. It is about the readiness of certain institutions to act as elements of necroeconomics \u2014 to see nothing for long stretches of time, to \u201cclarify\u201d endlessly, until deadlines expire and documents lose meaning.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/they-established-their-own-innocence-lawyer-golovan-on-the-mindich-tapes-and-the-role-of-the-state-bureau-of-investigation\/\">They established their own innocence \u2013 lawyer Golovan on the \u201cMindich tapes\u201d and the role of the State Bureau of Investigation<\/a>\n\t<\/aside>\n\n<p data-start=\"88\" data-end=\"470\">When ARMA openly acknowledges that it has no physical access to Zakharchenko\u2019s seized estate \u2014 the same estate where NABU recorded Galushchenko\u2019s presence \u2014 and that outsiders have been using the property for years, this is not an \u201cadministrative oversight.\u201d It means that, in Ukraine, seizure is not the end of a scheme but the transition to a new stage of necronomic exploitation.<\/p>\n<p data-start=\"472\" data-end=\"796\">When the SBU fails to identify a single NABU detective or SAPO prosecutor working for the aggressor, despite loud public claims of \u201cmassive Moscow infiltration,\u201d it shows that these accusations were not the product of investigation but a convenient tool of discrediting \u2014 timed perfectly for those who feared real inquiries.<\/p>\n<p data-start=\"798\" data-end=\"1045\">When the Prosecutor General\u2019s Office asks the SBU to take over Magamedrasulov\u2019s case \u2014 a case that by law belongs to the State Bureau of Investigation \u2014 it signals a clear intent: to keep hold of a thread that may lead to people who fear exposure.<\/p>\n<p data-start=\"1047\" data-end=\"1103\">These details are not random noise. They form a pattern.<\/p>\n<p data-start=\"1105\" data-end=\"1343\">A pattern showing that key power institutions have been reshaped from <em data-start=\"1175\" data-end=\"1189\">state bodies<\/em> into structures serving a private punitive system. And we decide when your time runs out.\u201d<\/p>\n<p data-start=\"330\" data-end=\"764\">In such a system, it no longer matters whether Zelenskyy personally ordered the creation of these profiles. What matters is something else: the architecture he built \u2014 or allowed to emerge \u2014 gives the necromancers everything they need to replace a republic with a cartel. And when Zelenskyy responds by \u201cdismissing two ministers,\u201d it resembles offering the public a drop of blood to calm the public while keeping the blood\u2011forming organs untouched.<\/p>\n<p data-start=\"766\" data-end=\"815\" data-is-last-node=\"\" data-is-only-node=\"\">For a country at war, this is lethally dangerous.<br \/>\nBecause the necroeconomy, supported by forceful control over the top brass and the president&#8217;s entourage, means:<br \/>\n\u2013 any \u201cpeace plan\u201d will pass through the filter of those who have an interest in preserving the schemes;<br \/>\n\u2013 any attempt at cleansing will be met not just with political resistance, but with a forceful pushback;<br \/>\n\u2013 any informal \u201cbargaining\u201d about the future of the country will take place in conditions where the participants know: they are being watched, there are files on them, and they can be hacked.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/corruption-money-and-the-front-three-black-swans-circling-over-ukraine\/\">Corruption, Cash, and the Frontlines: Ukraine\u2019s Three Deadly Black Swans<\/a>\n\t<\/aside>\n\n<p data-start=\"90\" data-end=\"146\">This is no longer a story about \u201ccorruption in wartime.\u201d<\/p>\n<p data-start=\"148\" data-end=\"201\">It is a story about the internal loss of sovereignty.<\/p>\n<p data-start=\"203\" data-end=\"780\">Mindichgate is not a mere scandal. It is the backbone of a system in which private, unaccountable actors wield control over state elites and the president\u2019s inner circle. Unless this system is dismantled, no \u201creforms\u201d will matter. The question is not whether Mindich will go to prison; the real question is whether we will destroy the machinery of 527 dossiers, shadow operatives, and uniformed necromancers who decide whom to silence and whom to burn in public.
