Why are American representatives intimidating European diplomats with Russian missiles, and what real consequences await Ukraine if it agrees to these conditions?<\/strong><\/p>\n<p> It is not only about the loss of territories, but also about the mass deportation of Ukrainian refugees from the United States, the lifting of sanctions on Russia, and the cessation of arms supplies. Will Ukrainian President Volodymyr Zelensky agree to the ultimatum of Kremlin dictator Vladimir Putin to completely withdraw troops from Donbas, which is a direct violation of the Constitution?<\/p>\n<p> All this and much more in <a href=\"https:\/\/www.youtube.com\/watch?v=Bz0qiwXv77E\" rel=\"nofollow noopener\" target=\"_blank\">an exclusive analysis<\/a> from Ambassador Extraordinary and Plenipotentiary, Diplomat Valeriy Chaly.<\/p>\n<p> <strong><em>\u2014 Journalists are constantly asking about the same thing now: &#8220;Witkoff tapes&#8221;, peace talks, various plans. You have to explain it step by step. Let&#8217;s summarize: who and what &#8220;threw&#8221; into the information space, and who is the main beneficiary of this whole wave, which fluctuates from &#8220;betrayal&#8221; to &#8220;victory&#8221;?<\/em><\/strong><\/p>\n<p> \u2014 I am not a fan of commenting on everything step by step, because here you need to see the bigger picture. In my opinion, this confirms that everything was started as a large Russian special operation. They took the old version of the set of 30 positions, which was given to Donald Trump in Anchorage. China was also present then, there was a common attitude towards it, but this was not necessary. The Americans, apparently, did not make much corrections to this list, this so-called position document. The Russians did it as a special operation, reinforcing it with missile strikes on Ukraine in order to persuade it to surrender.<\/p>\n<p> Why did they do it now? They saw the weakness of the Ukrainian government against the backdrop of corruption scandals. Trump also has a difficult situation that needs to be covered up with information. Ukraine is also difficult, and this also needs to be covered up. So they decided that this is a good and so far win-win option for Russia. Europe woke up, because it had slept through this moment. But the Ukrainian authorities, so you understand, were in this game. Only the president should have informed us about this game after the fact.<\/p>\n<p> <em><strong>\u2014 So, did President Zelensky know about this?<\/strong><\/em><\/p>\n<p> \u2014 Of course, he knew. And this is confirmed by journalists. I was not there, but journalists write that Umerov knew about this plan before American Senator Rubio. Do you understand? This is called the &#8220;second track&#8221; of diplomacy, where some people who imagined themselves to be Kissingers, are so business-oriented, think that diplomacy is an outdated profession, and now the time has come for schemers, businessmen and schemers. But they have one problem: they succeed in the first steps, but for the sustainable development of the situation there are certain rules. If these rules are not followed, then it will be a disposable product.<\/p>\n<p> Does the Ukrainian authorities need such a disposable product? Yes, it is needed to cover up internal issues. In fact, President Zelensky, if we are to believe the statements of Ukrainian journalists about the meeting of the head of NABU with the president, at which it was said that suspicions were being prepared, did the following: he immediately included these people in the delegation. That is, he posed the question this way: either these people are with me and there is peace, or without these people there is war. This is what he proposed to Ukrainian society in political terms.<\/p>\n<p> <em><strong>\u2014 But does being part of the delegation make it impossible to hand over the suspicion?<\/strong><\/em><\/p>\n<p> \u2014 There may be suspicions. But you understand that when a delegation is in Washington, there are conversations there outside the negotiating table. This is a real signal, and I read it very clearly. Volodymyr Zelenskyy says: &#8220;If you want peace, take it with everything you have inside Ukraine. If you want war, fight. As president, I will fight. But if you want peace now, we will force your entire internal agenda on you with the same people who &#8220;ended the war.&#8221; Therefore, for us, this is a very serious issue.<\/p>\n<p> It&#8217;s not about whether the negotiations will continue. I think nothing will come of it precisely because it started as a special operation, and now the special services have joined it. Publishing these records is already a counter-operation.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/list-527-mindichs-private-intelligence-against-the-patriots\/\">List 527: Mindich&#8217;s private intelligence against the Patriots<\/a>\n\t<\/aside>\n\n<p> And what is happening on the official diplomatic track? If Putin declares in open text, perhaps for the first time so clearly: &#8220;Let the Ukrainian troops withdraw from Donbas&#8221;, and without this there will be no agreements. Well, okay. Let&#8217;s imagine our government says: &#8220;Everything is very bad, it&#8217;s hard for us, the winter is hard, we need to withdraw from Donbas.&#8221;<\/p>\n<p> How will they formalize this? With what orders, directives of the Supreme Commander-in-Chief? To do this, Ukrainian legislation must be changed, because if the Supreme Commander-in-Chief gives a written directive (and no one follows the oral one) &#8211; this is a crime. It is necessary to make amendments to many documents so that this is not a crime. Because who will give the order to leave unoccupied territories? This is a violation of the Constitution.<\/p>\n<p> Cynically speaking, if under enemy pressure these administrative territories of Donetsk region were occupied by Russians, it would not be a violation of the Constitution by the president. By the way, this is exactly the scenario cynically expected in the White House. And here we must pay tribute to the fact that we did not have such a position. Whether it is right or not, there is no retreat in Donbas. Our people are now dying for Pokrovsk, which is already being promoted in Russia as the future &#8220;Putingrad&#8221;.<\/p>\n<p> That is, there are no solutions to these subtle but key details. Even if we are offered to take some other territories in return, for example, they will give back the captured parts of Zaporizhia, Kherson, Dnipropetrovsk or Kharkiv regions &#8211; this is not the question. The question is that the basic ideas of this &#8220;plan&#8221; are unchanged, and they are Russian. First, you, as the victim, do everything, and only then we cease fire. There is no other option.<\/p>\n<p> The Americans tell us: &#8220;First you do everything, the Russians cease fire, and then you get security guarantees.&#8221; And this is the logic adopted by the Ukrainian side, which contradicts the &#8220;Zelensky plan.&#8221; They never publicly explained to us why they changed the logic. They said that the conditions were difficult, but they didn&#8217;t explain why they agreed to change the sequence.<\/p>\n<p> I don&#8217;t know what will come of this. The conditions for this have not been created. Unless the President of Ukraine agrees to three things. The first is to order the troops to retreat to unprepared positions on the administrative border. Then the Americans will immediately begin to lift sanctions, revote resolutions in the UN. The trap of this special operation has very big consequences. From the moment of any, even political, statement by the President of Ukraine with the President of the USA, a process will begin that will be very unpleasant for us: Russia will be returned from isolation, they will offer to return to the G8. Trump will immediately say: &#8220;I stopped the war.&#8221;<\/p>\n<p> The war in Ukraine will not stop, and in the US the consequence may be the deportation of Ukrainian refugees, of whom there are 250 thousand. Our government, by the way, said &#8220;great&#8221;, this is how they &#8220;protect&#8221; the interests of Ukrainian citizens abroad. The second point is the gradual lifting of sanctions. And most importantly &#8211; the supply of weapons may stop for a while. Trump will not be able to completely stop its sale, but he can hold it for a month or a half. This has happened many times when the logistics of weapons stopped.<\/p>\n<p> That is, already at the exit, after the meeting of the presidents, even after the political statement, we will have negative consequences. And we do not know whether this will be a legal document, a bilateral agreement. If so, I have questions. First: what is written in the directives? Do they exist at all? Directives are &#8220;red lines&#8221; that the president for some reason did not mention in his decree on delegation for the first time in recent times. The president says: &#8220;There are directives.&#8221; I do not believe it. I worked there and prepared directives. No executor without a decree will prepare them.<\/p>\n<p> If a legally binding agreement is being prepared, then my question is: will the US Congress ratify it? Will the ratified agreement contain a security guarantee similar to NATO&#8217;s Article 5, as we were told? This means the presence of American troops on our territory in the event of war. I don&#8217;t believe it. The Americans will not give such guarantees now. Therefore, for us, all this is written in grandiose promises, and we must do very specific things. The trap is that Ukraine will start moving in this direction, and then nothing will happen. And then you will see Russian troops in the Dnipropetrovsk region, and the war will continue.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/the-peace-process-is-accelerating-kyiv-and-washington-are-preparing-for-new-talks\/\">The peace process is accelerating: Kyiv and Washington are preparing for new talks<\/a>\n\t<\/aside>\n\n<p> <strong><em>\u2014 Former Russian Prime Minister Sergei Stepashin says that Odesa and Mykolaiv should &#8220;voluntarily reunite&#8221; with Russia. And the Americans have been looking, to put it mildly, unsympathetic in recent weeks. President Zelenskyy said that either our sovereignty or our partners are at stake. Is that really how the situation looks?<\/em><\/strong><\/p>\n<p> \u2014 This is a lie. And I find it strange that the president uses such theses. The leader of a state who directs foreign policy cannot ask questions like this. This is the same thing that Driscoll said, scaring EU diplomats: &#8220;Russian missiles will get you, just like the Ukrainians.&#8221; This is an American representative! What is this, a serious diplomat? This is a person who temporarily found himself on this wave.<\/p>\n<p> By the way, why are we silent and agree that the American delegation includes Witkoff, a person who helps the Russian side? We should express our position through diplomatic channels. He should not be there. The Russians threw the Chinese out of the American delegation, and we are sitting like the last suckers and waiting.<\/p>\n<p> We are entering a situation where Trump is in the weakest position, and the leadership of Ukraine is also in a weak position. But America is not only Trump. Arms dealers will not immediately fulfill the president&#8217;s instructions to stop selling weapons to European partners. Therefore, the question &#8220;or we lose a partner&#8221; is about whom? About Donald Trump? He is also that partner.<\/p>\n<p> America is much broader: the intelligence community, the State Department, and Congress, which is now raising its head a little. We should not rush. If our people were not dying on the front, I would say that it is better to wait and prepare a negotiating position. But now I have no moral right to say that there is no need to negotiate. The process has probably begun. When it will end &#8211; I do not know. It is good that we at least understood the Russian &#8220;wishes.&#8221;<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/witkoff-instructed-russia-on-how-to-present-their-peace-plan-to-trump\/\">Witkoff instructed Russia on how to present their peace plan to Trump<\/a>\n\t<\/aside>\n\n<p> <em><strong>\u2014 Should we expect a catastrophe, or is this just pressure from all sides as part of an information war?<\/strong><\/em><\/p>\n<p> \u2014 I do not believe that there will be peace, as some say, by January 15. I look at the factors, and they are not ready for the implementation of such a plan today. Russia will not change its positions. And if we accept their positions, even if the president agrees to declare it, then everything will fall apart in Ukraine. Or Putin will achieve another goal &#8211; stir up internal opposition in Ukraine. This will not happen, because Volodymyr Zelenskyy also understands this.<\/p>\n<p> Therefore, in my opinion, the chances that something will come of this are 5-10%. Most likely, this is just the beginning of a long diplomatic process that we will have to go through. And I hope that this will be the last winter before peace. Before this special operation got underway, everyone was thinking about February-March of next year, when it would be possible to really force Russia to make peace. The main thing is to weaken Russia, strengthen Ukraine, and then guarantee stability. We are not at that stage now. And if this stage does not lead to anything, it will take time for real actions.<\/p>\n<p> There is no catastrophe and there will be no catastrophe. But the loss of every human life is a catastrophe. In conclusion, I will say that you understand me correctly: any peace is better than war. But I simply do not see how to realize this &#8220;peace&#8221;.<\/p>\n<p> <em><strong>\u2014 Because this is not peace, but capitulation.<\/strong><\/em><\/p>\n<p> \u2014 This is a fake world. This is a special operation. If the basis is empty bones without meat, then Ukrainian borscht will not turn out from Russian &#8220;cabbage stew&#8221;. You see, you can&#8217;t cook borscht from their &#8220;schi&#8221;, no matter what you add. And we won&#8217;t sip their &#8220;schi&#8221;.<\/p>\n<p> <strong><em>\u2014 I like this metaphor.
