The Pension Fund of Ukraine has explained under what conditions Soviet experience acquired in the republics of the former USSR can be included in the insurance experience of Ukrainians. The main rules depend on the existence of an international agreement and confirmation of not receiving a pension abroad.<\/strong><\/p>\n

This is stated in the resolution of the Cabinet of Ministers No. 562<\/a> .<\/p>\n

The Pension Fund reported that periods of work before January 1, 1992<\/strong> in the countries of the former USSR can be counted towards insurance experience. This is possible provided that the person lives in Ukraine and does not receive pension payments for these periods in another country<\/strong> .<\/p>\n

The department recalled that from May 20, 2025, the procedure approved by the Cabinet of Ministers Resolution No. 562 has been in effect. The document defines the mechanism for confirming and taking into account Soviet experience.<\/p>\n

In particular, if there is an international agreement between Ukraine and the relevant country, the length of service is counted in accordance with its provisions. Such countries include Azerbaijan, Georgia, Latvia, Lithuania, Moldova, and Estonia.<\/p>\n

In cases where there is no international agreement, the application for a pension must state whether the person receives a pension in another country<\/strong> . If payments are not received, a document from a foreign pension authority<\/strong> confirming this must be provided.<\/p>\n

The PFU noted that such documents must be legalized. If it is impossible to obtain confirmation of non-receipt of a pension on your own, the applicant can contact the Pension Fund for assistance. Before the document is received, the pension is calculated without taking into account this length of service, but after receiving the certificate, a recalculation is made.<\/p>\n

It is separately clarified that periods of shift work or business trips before 1992 from Ukrainian enterprises are not considered work in another country.<\/p>\n

By the way, in 2026, Ukraine will change the requirements for the minimum insurance period<\/a> required for the assignment of an old-age pension. Since the norm increases every year, future pensioners should check now whether they have enough years of service.<\/p>\n

As a reminder, in 2026 the Cabinet of Ministers plans to increase minimum pensions and index them.<\/a> However, even after the increase, the average amount of payments in Ukraine will remain one of the lowest in Europe.<\/p>\n

As reported, in 2025, a significant number of Ukrainian pensioners must undergo an identification procedure – a mandatory identity check, without which payments may be temporarily suspended.<\/a><\/p>\n
