{"id":1327894,"date":"2025-12-02T11:40:42","date_gmt":"2025-12-02T09:40:42","guid":{"rendered":"https:\/\/prm.ua\/european-solidarity-called-for-revising-the-2026-budget-and-directing-funds-to-the-army\/"},"modified":"2025-12-02T11:40:42","modified_gmt":"2025-12-02T09:40:42","slug":"european-solidarity-called-for-revising-the-2026-budget-and-directing-funds-to-the-army","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/european-solidarity-called-for-revising-the-2026-budget-and-directing-funds-to-the-army\/","title":{"rendered":"European Solidarity called for revising the 2026 budget and directing funds to the army"},"content":{"rendered":"<p><strong>The Verkhovna Rada&#8217;s Conciliation Council, with the participation of Prime Minister Yulia Svyrydenko, failed to resolve key issues regarding the preparation of the 2026 budget.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.facebook.com\/iryna.gerashchenko\/posts\/pfbid02y7G9Wbe28TqWeiDsa9SgYY2fmHjuESY99T6BvsrVr2TiBq3exRwbjKMx5fRCv4sil\" rel=\"nofollow noopener\" target=\"_blank\">is stated<\/a> in a corresponding post by the co-chair of the European Solidarity faction, Iryna Gerashchenko.<\/p>\n<p> Gerashchenko recalled that last week the Prime Minister ignored the Verkhovna Rada&#8217;s demand to hold a meeting, and called it not just disrespect, but the fact that Svyridenko was appointed not by the Rada, but by the Office of the President. The EU faction calls for restoring the subjectivity of the parliament and the government, as well as the accountability of the Cabinet of Ministers to the Verkhovna Rada.<\/p>\n<p> As for the 2026 budget, according to Gerashchenko, it must meet military realities and current challenges. At the same time, the faction emphasizes that some corruption &#8220;wishes&#8221; remain in the document, despite Timur Mindich being on the run and his arrest in absentia.<\/p>\n<p> The \u201cEU\u201d proposes to eliminate inefficient and corrupt expenditures of over UAH 68 billion from the budget and direct them to the needs of the army. In particular:<\/p>\n<p> UAH 25 billion \u2013 consumption expenditures, including:<\/p>\n<p> 10 billion \u2013 health screening<\/p>\n<p> 6 billion &#8211; reduction of salaries in central government bodies to the level of 2025 (Prosecutor General&#8217;s Office, State Bureau of Investigation, Accounting Chamber, Verkhovna Rada, Cabinet of Ministers, State Administrative Court)<\/p>\n<p> 5.5 billion \u2013 telethon and \u201cstrategic communications\u201d<\/p>\n<p> 2.5 billion \u2013 services to the State Administrative Court, the Cabinet of Ministers, the Verkhovna Rada, the Prosecutor General&#8217;s Office, the State Bureau of Investigation, the National Anti-Corruption Bureau, and the Ministry of Finance.<\/p>\n<p> 1 billion \u2013 special groups of advisors to ministries<\/p>\n<p> UAH 36 billion \u2013 development expenses, including:<\/p>\n<p> 13.7 billion \u2013 investment projects of the Ministry of Public Administration<\/p>\n<p> 12.5 billion \u2013 road construction<\/p>\n<p> 4.3 billion &#8211; innovation development fund and e-government<\/p>\n<p> 2 billion \u2013 SFRD<\/p>\n<p> 1.5 billion \u2013 DUS, Prosecutor General&#8217;s Office, State Bureau of Investigation, Ministry of Justice<\/p>\n<p> UAH 7 billion \u2013 expenditures added to the second reading, including:<\/p>\n<p> 4.3 billion \u2013 purchase of passenger cars<\/p>\n<p> 1.3 billion \u2013 financing of Ukrfinzhitl<\/p>\n<p> 0.7 billion \u2013 servicing the Cabinet of Ministers, the Verkhovna Rada, the Antimonopoly Committee, the ARMA, the Audit Service, the Ministry of Justice<\/p>\n<p> 0.5 billion \u2013 hydrometeorological activities<\/p>\n<p> The faction also proposes to bring out of the shadows and direct more than UAH 34 billion in revenues from high-profit industries into the budget:<\/p>\n<p> 13 billion \u2013 gambling business<\/p>\n<p> 18 billion \u2013 tobacco products<\/p>\n<p> 3 billion \u2013 alcoholic beverages<\/p>\n<p> Gerashchenko emphasized that in this way it is possible to immediately mobilize almost UAH 340 billion for the needs of the army.<\/p>\n<p> Separately, she demands the removal of all those involved in corruption scandals from politics and the budget, in particular Kuleba, Pronin, and Umerov.<\/p>\n<p> The EU calls for a thorough review of the draft budget as a test for the parliament and thanked all factions that supported the demands for government accountability, subjectivity of the VRU, and review of the telethon.
