Financing is provided by additional revenues of Ukrzaliznytsia from:<br \/> \u2022 increase in tariffs for domestic and international transportation;<br \/> \u2022 expansion of seasonal and daily coefficients;<br \/> \u2022 liberalization of &#8220;brand&#8221; coefficients;<br \/> \u2022 dynamic pricing (the closer the travel date and the higher the occupancy, the more expensive it is);<br \/> \u2022 changes in ticket refund rules;<br \/> \u2022 introduction of new services.<\/p>\n<p> That is, free tickets are at the expense of paid tickets of other passengers.<\/p>\n<p> <strong>3) What did the government order?<\/strong><\/p>\n<p> By the first quarter of 2026, the Ministry of Regional Development, the Ministry of Finance, and the Ministry of Economy must develop an act on the launch of a pilot project for state orders for passenger transportation, in particular:<br \/> compensation from budgets for the difference between the economically justified tariff and the tariffs for passengers.<\/p>\n<p> That is, a formal mechanism for subsidies to UZ through state orders is planned.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/a-parade-of-populism-how-thoughtless-statements-are-destroying-ukrzaliznytsia\/\">Populism on the Tracks: How Reckless Words Are Crippling Ukrzaliznytsia<\/a>\n\t<\/aside>\n\n<p> <strong>What do we really have?<\/strong><\/p>\n<p> There is no money in the budget for this &#8220;Ukrzaliznytsia initiative&#8221;.<\/p>\n<p> In UZ:<br \/> \u2022 UAH 7.19 billion in net losses of UZ for 9 months of 2025;<br \/> \u2022 loss of 49% of freight traffic;<br \/> \u2022 in 2025, the government ALREADY ALLOCATED UAH 13 billion from the reserve fund to support UZ;<br \/> \u2022 in 2026, the company needs another UAH 16 billion in compensation.<\/p>\n<p> Actually:<\/p>\n<p> Paid tickets will become more expensive \u2013 so that someone gets &#8220;3,000 km for free.&#8221; And then the state will compensate for the difference in fares from the budget \u2013 again with our taxes.<\/p>\n<p> So:<br \/> We have another &#8220;banquet during the plague&#8221; &#8211; when a PR initiative is covered up with beautiful wording, but its real cost for payers and budgets is hidden.<\/p>\n<p> Also follow <strong>\u201cPryamim\u201d<\/strong> on <a href=\"https:\/\/www.facebook.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Facebook<\/a> , <a href=\"https:\/\/twitter.com\/prm_ua\" target=\"_blank\" rel=\"nofollow noopener\">Twitter<\/a> , <a href=\"https:\/\/t.me\/+rtV4dxYu2_cyNjVi\" target=\"_blank\" rel=\"noopener nofollow\">Telegram<\/a> , and <a href=\"https:\/\/www.instagram.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Instagram<\/a> .<\/p>\n<p> <span style=\"font-size: 10pt;\"><em>\u2022 Materials published in the \u201cOPINIONS\u201d section reflect the opinion of the author of the publication, who bears full responsibility for the accuracy of the information.<\/em><\/span><br \/> <span style=\"font-size: 10pt;\"><em>\u2022 The editorial staff of prm.ua may not share the opinions expressed in the author&#8217;s material.<\/em><\/span><br \/> <span style=\"font-size: 10pt;\"><em>\u2022 The owner of the webpage in the \u201cOPINIONS\u201d section is the author of the publication.<\/em><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: Author&#8217;s Facebook page My emotions, even after the adoption of the shameful 2026 budget, which I had to fight for and spend a lot of effort to correct, DO NOT SHAKE.
