Instead of making defence an absolute priority, the document preserves expenditures unrelated to the survival of the state.<\/p>\n<p data-start=\"381\" data-end=\"429\"><strong data-start=\"381\" data-end=\"427\">What did the budget have enough money for?<\/strong><\/p>\n<p data-start=\"431\" data-end=\"504\">The 2026 budget allocates sums that are, at the very least, questionable:<\/p>\n<p data-start=\"506\" data-end=\"697\">\ud83d\udd39 Over 15 million hryvnias for deputies\u2019 trips \u2014 with no reports, no clear benefits, and no assessment of effectiveness. In wartime, this appears more like a luxury than a state necessity.<\/p>\n<p data-start=\"699\" data-end=\"912\">\ud83d\udd39 Over 60 million hryvnias for the parliamentary media project, including a TV channel funded by taxpayers that provides information selectively, serving the interests of the authorities rather than the public.<\/p>\n<p data-start=\"914\" data-end=\"1175\">\ud83d\udd39 Increased spending on the State Bureau of Investigation, the Prosecutor General\u2019s Office, and the Office of the President, despite repeated criticism from the EU and international institutions. This is not public information \u2014 it serves to finance one-sided, politically motivated PR<\/p>\n<p data-start=\"1177\" data-end=\"1307\">\ud83d\udd39 4 billion hryvnias for \u201cstrategic communications\u201d of the President\u2019s Office \u2014 effectively a massive, uncontrolled media fund.<\/p>\n<p>Experiments, propaganda initiatives, and promoting one&#8217;s own image under the guise of &#8220;communications.&#8221; In military reality, these billions are needed in a completely different place.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/ukrainians-will-pay-for-zelenskys-free-kilometers\/\">Ukrainians will pay for Zelensky&#8217;s &#8220;free&#8221; kilometers<\/a>\n\t<\/aside>\n\n<p data-start=\"73\" data-end=\"136\"><strong data-start=\"73\" data-end=\"134\">Parallel reality: the military has to provide for itself.<\/strong><\/p>\n<p data-start=\"138\" data-end=\"427\">Against the backdrop of these expenditures. Shockingly, a large part of the military is forced to buy ammunition with their own money. This is the reality of 2026: the state pours billions into PR, yet cannot provide defenders with basic tactical necessities.<\/p>\n<p data-start=\"429\" data-end=\"471\">At a time when the front urgently needs:<\/p>\n<ul data-start=\"472\" data-end=\"553\">\n<li data-start=\"472\" data-end=\"482\">\n<p data-start=\"474\" data-end=\"482\">drones<\/p>\n<\/li>\n<li data-start=\"483\" data-end=\"510\">\n<p data-start=\"485\" data-end=\"510\">communication equipment<\/p>\n<\/li>\n<li data-start=\"511\" data-end=\"524\">\n<p data-start=\"513\" data-end=\"524\">transport<\/p>\n<\/li>\n<li data-start=\"525\" data-end=\"538\">\n<p data-start=\"527\" data-end=\"538\">medicines<\/p>\n<\/li>\n<li data-start=\"539\" data-end=\"553\">\n<p data-start=\"541\" data-end=\"553\">basic gear<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"555\" data-end=\"657\">official offices receive increased funding, and political media projects are granted lavish budgets.<\/p>\n<p data-start=\"659\" data-end=\"754\">Where is the reform? Where is the cost reduction? What about the downsizing of the bureaucracy?<\/p>\n<p data-start=\"756\" data-end=\"1037\">The budget preserves all the \u201ctraditional\u201d corruption and lobbying lines. Instead of optimizing the state apparatus, cutting inefficient institutions, and eliminating shadow funds, the authorities are doing the opposite \u2014 leaving everything as it was and even adding new schemes.<\/p>\n\n<p>At the same time, the budget does not propose:<br \/>\n* real strengthening of support for the military,<br \/>\n* increase in salaries for defence personnel,<br \/>\n* increased costs for providing brigades,<br \/>\n* procurement reform,<br \/>\n* transparency of the distribution of funds.<\/p>\n<p>In a warring country, the budget should be built around a single priority \u2013 defence. Everything else \u2013 cultural projects, communications, PR, expensive &#8220;television&#8221; experiments \u2013 can wait.<\/p>\n<p>The European Solidarity faction voted against, because this budget:<br \/>\n\u2022 does not increase salaries for military personnel,<br \/>\n\u2022 does not remove traces of Mindichgate from ministries,<br \/>\n\u2022 does not provide for the army,<br \/>\n\u2022 does not meet EU requirements regarding anti-corruption standards,<br \/>\n\u2022 maintains opaque hand funds for political PR.<\/p>\n<p>Ukraine should receive an honest, transparent, and military budget, not political PR, media control, or maintenance of the apparatus.<\/p>\n<p data-start=\"98\" data-end=\"360\">If the government continues to stash billions in \u201cstrategic communications\u201d and divert funds away from the front lines, this is not a development budget.
