But the government of Belgium, where much of the assets are concentrated, is concerned that if political or legal conditions change, Brussels will likely have to return the money to Russia.<\/p>\n<p> Belgium has insisted that other G7 countries outside the EU should join the mechanism so that the financial and political responsibility does not fall solely on it. Prime Minister Bart de Wever emphasizes that broader involvement of partners will reduce the risk of Belgium becoming the target of possible Russian retaliation.<\/p>\n<p> However, both the US and Japan did not support the Brussels plan, effectively leaving the European Union alone with the issue of covering Ukraine&#8217;s significant financial needs.<\/p>\n<p> Japanese Finance Minister Satsuki Katayama explained that the country cannot dispose of frozen Russian assets due to legal restrictions.
