On December 8, 2025, an All-Ukrainian Scientific and Practical Conference was held in Kyiv, dedicated to the presentation of the Scientific Concept for the Development of Ukrainian Legislation – a strategic document that should determine approaches to the modernization of the state’s legal system.<\/strong><\/p>\n

The event was organized by the Institute of Lawmaking and Scientific and Legal Expertise of the National Academy of Sciences of Ukraine, the Scientific and Advisory Council under the Chairman of the Verkhovna Rada, and the Taras Shevchenko National University of Kyiv. Representatives of the parliament, government, Constitutional Court, Accounting Chamber, scientific institutions, and higher educational institutions took part in the conference.<\/span><\/p>\n

President of the National Academy of Sciences of Ukraine Anatoliy Zagorodniy stressed that the Concept is a strategic platform for updating legislation in the context of European integration and should combine scientific approaches with the practical needs of the state. Chairman of the Verkhovna Rada Ruslan Stefanchuk emphasized the need for a systematic review of the current regulatory framework, which today has over a million acts, and thanked the scientists for their thorough work.<\/span><\/p>\n

During the conference, a monograph of the same name, prepared by more than 90 leading lawyers of Ukraine, was presented. It systematizes modern approaches to lawmaking, formulates a methodology for legal forecasting, and outlines priorities for the development of constitutional, public, private, criminal, and social legislation. The need for de-Sovietization of the regulatory framework and deep reforms in the social sphere, civil service, budget, and criminal legislation was especially emphasized.<\/span><\/p>\n

The participants discussed possible models for implementing the Concept in the practical activities of government bodies. As a result, it was emphasized that the document can become the basis for long-term planning of lawmaking and improving the quality of regulatory acts, which is especially important in the context of wartime and Ukraine’s European integration.<\/span><\/p>\n
