The European Union launched a new technical format for accession negotiations with Ukraine in Lviv, which allows it to move forward even despite the Hungarian veto. The EU has thus found a way to bypass the Budapest blockade and continue the enlargement process.<\/span><\/strong><\/p>\n

This is reported<\/a> by the correspondent of “European Truth”.<\/span><\/p>\n

Danish Minister Marie Bjer said that member states were disappointed that Hungary had not lifted the blockade, but EU countries were able to agree on “frontloading” – technical preparation for negotiations without formally opening clusters. The new mechanism does not depend on the Hungarian veto, so technical work between Ukraine and the EU can continue. She stressed that this approach allows to keep the pace of negotiations, and when the blockade is lifted, the EU will quickly open and close the negotiation clusters.<\/span><\/p>\n

EU Enlargement Commissioner Marta Kos confirmed that this is a technical process that does not require unanimity. Ukraine receives a list of reforms, and no country, including Hungary, can veto it.<\/span><\/p>\n

Kyiv’s position was voiced by Deputy Prime Minister for European Integration Taras Kachka. He stated that Ukraine is fully satisfied with the EU’s decision and that it effectively unblocks the path to accession.<\/span><\/p>\n

<\/p>\n

According to him, the 26 member states strongly support the opening of negotiation clusters and have clearly stated this. And the agreed “frontloading” mechanism is a technical but legally sound way to continue the enlargement process without formal unanimity. This allows the European Commission and Ukraine to work on the content of future negotiations now.<\/span><\/p>\n

Kachka reported that in Lviv, the technical process has started simultaneously for the first, second and sixth clusters. He also noted that Cyprus, which will hold the next presidency of the Council of the EU, will continue this approach, and Ukraine will be ready to open all six clusters as soon as there is a political signal for this.<\/span><\/p>\n

The essence of the new format is simple: Ukraine fulfills EU requirements and moves along the path of reforms, while the European Union bypasses the Hungarian veto and makes the accession process uninterrupted until the moment when political obstacles disappear.<\/span><\/p>\n

As previously reported, the Council of the European Union has finally approved the extension of autonomous trade measures for Ukraine, which provide for the suspension of import duties and quotas on Ukrainian exports to the EU.<\/a><\/p>\n

As a reminder, Italian Foreign Minister Antonio Tajani said that the European Union should create its own joint army to maintain peace in Europe.<\/a><\/p>\n
