Ukrainian President Volodymyr Zelenskyy said that a full ceasefire in the war with Russia is possible only after the signing of a framework agreement. The United States, he said, is also not considering a separate energy or partial ceasefire and insists on a single comprehensive ceasefire.<\/strong><\/p>\n

This was reported by<\/a> RBC-Ukraine, which quoted the president’s statements during a meeting with journalists.<\/p>\n

Zelensky explained that Washington’s position is based on negotiations with the Russian side. Moscow, he said, has given a signal that it will not agree to a ceasefire without a clearly signed agreement. He stressed that the Ukrainian position remains unchanged – a complete ceasefire is a necessary and basic element of any agreements.<\/p>\n

The President also confirmed that Turkey has proposed a separate energy ceasefire and a water ceasefire, but the US insists on a comprehensive solution, which should be immediately followed by a ceasefire along the entire front line.<\/p>\n

Speaking about Russia’s readiness to end the war, Zelensky noted that the Kremlin has serious economic problems and is seeking a pause. He suggested that if Donald Trump comes to power, the pressure on Russia could increase, and Russia does not want this. The president added that Ukraine and the United States are working on a package of future agreements, including agreements on security guarantees, the economy, reconstruction and a potential analogue of the Marshall Plan.<\/p>\n

Regarding the elections, Zelenskyy said that he supports holding them only if they are legitimate and secure. He said that he is responding to the position of partners, in particular the United States, who emphasize the importance of maintaining trust in democratic processes. The president asked parliament to prepare legislative amendments to allow elections during martial law, if international partners help ensure the safe organization of the process.<\/p>\n

Commenting on the increase in military salaries, Zelensky stressed that this depends on additional external funding. Ukraine is fighting for $45-50 billion in international support, which should cover the budget deficit. Without these funds, the government will have to look for money within the current budget. He recalled that people on the front line receive more, but any general increase is possible only after attracting funding.<\/p>\n

The president also noted that the draft peace agreement currently includes a figure of 800,000 military personnel in peacetime, that the issues of the Russian language and the UOC should be resolved in accordance with European law, and that the Russians have begun to slow down prisoner exchanges, waiting for broader agreements.<\/p>\n
