The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights has recommended adopting a bill to change the system of paying for preferential travel. The document provides for the introduction of cards for veterans and other categories of beneficiaries.<\/strong><\/p>\n

It is noted that the Committee on Social Policy and Protection of Veterans’ Rights held a meeting via video conference. During the consideration of the draft law “On Amendments to Certain Legislative Acts of Ukraine Regarding Travel Benefits and Certain Other Benefits” (Register No. 5651-2), the committee supported the comparative table with the proposals of the people’s deputies and recommended that the parliament adopt the document in the second reading and as a whole.<\/p>\n

The committee explained that the purpose of the bill is to reform the current system of providing travel benefits. The document proposes to solve a number of systemic problems, including the lack of accurate accounting of the number of beneficiaries and actual volumes of transportation, the lack of transparency in the use of funds for compensation to carriers, and abuse by individual carriers.<\/p>\n

The bill also aims to eliminate violations of the rights of privileged categories and create a legal mechanism for providing targeted cash assistance at the local level. One of the key changes will be the introduction of special cards that will allow privileged categories to pay for public transport.<\/p>\n

“The right to travel on preferential terms in passenger transport will be exercised with a ticket, an electronic ticket, or by using an electronic payment instrument issued to a current account with a special use regime,” the committee noted.<\/p>\n

The right to free or discounted travel will be implemented at the expense of the state budget in accordance with the procedure and amounts established by the Cabinet of Ministers of Ukraine.<\/p>\n

If the draft law is adopted, its provisions should come into force on July 1, 2028. The Cabinet of Ministers will be instructed to submit related draft laws on amendments to the Budget Code within nine months to determine the sources of financing for benefits between the state and local budgets.<\/p>\n

The draft law was registered in 2021 and adopted as a basis in June of this year. According to the document, persons with a standard ID card or an electronic ticket in the event of the introduction of an automated system will have the right to free travel on public transport.<\/p>\n

The committee clarified that electronic tickets for different categories will be issued by the relevant authorities: for persons with disabilities – the Ministry of Social Policy, Family and Unity of Ukraine, for combatants – the Ministry of Veterans Affairs. Currently, the text of the comparative table for the second reading is not available on the Verkhovna Rada website.<\/p>\n
