Ukraine has received an agreed action plan to confirm its readiness for membership in the European Union. The document identifies key reform priorities to be implemented over the next year to advance European integration.<\/strong><\/p>\n

The document was presented during an informal meeting of EU ministers for European affairs in Lviv on December 11. The plan contains ten key priorities that Ukraine must implement over the next year.<\/p>\n

Thanks to the “frontloading” mechanism, technical work on preparing for membership can be carried out without a unanimous decision by all EU countries. The support of the country holding the presidency of the Council of the EU and the European Commission is sufficient, allowing it to move forward despite Hungary’s veto.<\/p>\n

Marta Cos, the European Commissioner for Enlargement, confirmed that Ukraine and the EU have moved to a technical process that is not subject to the risk of blockage. At the same time, the formal opening and closing of negotiation clusters requires unanimity of all member states.<\/p>\n

Among the EU’s key requirements for Ukraine are amendments to the Criminal Procedure Code, strengthening the independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office, and expanding their jurisdiction to all positions with a high corruption risk.<\/p>\n

Ukraine should also accelerate judicial reform, including expanding the participation of international experts in the High Qualification Commission of Judges, and promptly appoint internationally vetted judges to the Constitutional Court and members of the High Council of Justice.<\/p>\n

“The EU’s requirements are realistic, provided there is political will. The main challenge remains the reforms of the Prosecutor General’s Office and the State Bureau of Investigation,” said Olena Galushko, a member of the board of the Anti-Corruption Center.<\/p>\n

Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration Taras Kachka assured that the country is ready to move forward and open negotiation clusters immediately after the creation of appropriate political conditions.<\/p>\n

It was previously reported that Ukraine’s accession to the European Union is indeed being viewed as a potential security guarantee, but accelerated membership by 2027 is not currently being discussed.<\/a><\/p>\n

By the way, the European Union launched a new technical format for accession negotiations with Ukraine in Lviv<\/a> , which allows it to move forward even despite the Hungarian veto. The EU has thus found a way to bypass the Budapest blockade and continue the enlargement process.<\/p>\n
