Russia is intensifying its work in Africa through language, education, and information projects and is creating an environment of Russian-speaking Africans loyal to the Kremlin.<\/span><\/strong><\/p>\n

This was reported by<\/a> the Foreign Intelligence Service of Ukraine.<\/span><\/p>\n

The inaugural conference of the Pan-African Association of Teachers of Russian Language and Literature was held in Cairo. The event became a platform for the creation of the new organization, defining its agenda, and discussing projects to promote the Russian language in Africa.<\/span><\/p>\n

<\/p>\n

The conference took place against the backdrop of increased Russian information operations in the region. In September 2023, Moscow launched a project called the African Initiative. Formally, the structure operates as an information agency, but in fact it continues the networks that operated after the collapse of the Wagner Group.<\/span><\/p>\n

<\/p>\n

The African Initiative immediately opened offices in Niger, Burkina Faso, and Mali, countries where pro-Russian military regimes hold power. The project is headed by FSB officer Artem Kureyev, and his deputy is former Wagner press officer Anna Zamaraeva.<\/span><\/p>\n

<\/p>\n

The structure focuses its work on training local journalists, involving Africans in training in Russia, providing information support for Russian arms exports, and promoting the activities of the so-called African Corps.<\/span><\/p>\n

St. Petersburg State University is actively involved in these processes. During the conference, representatives of the university announced their intention to create a professional infrastructure for Russian language teachers in Africa. Previously, the university consolidated its role as a leader of the state ideology of the Russian Federation after publishing a dictionary of the state language. Its editors participated in amending the Russian constitution and were part of the Putin support team in the elections.<\/span><\/p>\n

At the same time, the Russian-African information space has been paying increasing attention to the deployment of the African Corps in the Central African Republic. This mercenary formation, controlled by the Russian Ministry of Defense, is actively increasing its military presence in the region.<\/span><\/p>\n

<\/p>\n

Previously, the militants of this unit were known for their crimes in Mali. Under racist slogans, they raped, tortured, and took hostage local residents, hiding behind the rhetoric of fighting terrorism and friendly assistance from Russia.<\/span><\/p>\n

<\/p>\n

Analysts warn that African countries should assess the risks now. The Kremlin could use the issue of protecting Russian speakers as a pretext for future intervention in the region.<\/span><\/p>\n

As previously reported, the American Institute for the Study of War reported that Russia is declaring its intention to reject Ukrainian and European amendments to the peace plan to end the war against Ukraine.<\/a><\/p>\n
