Analysts believe that Russia cannot be taken at its word, and Ukraine needs real security guarantees that will stop the Kremlin’s new aggression.<\/span><\/strong><\/p>\n

Experts commented on the statement of Russian Deputy Foreign Minister Sergei Ryabkov about Moscow’s readiness to legally consolidate its promise not to attack EU and NATO countries within the framework of future agreements to end the war against Ukraine.<\/span><\/p>\n

ISW recalled that Russia had already made similar commitments but violated them. In particular, in 1994, Moscow signed the Budapest Memorandum, in which it guaranteed respect for Ukraine’s territorial integrity in exchange for giving up nuclear weapons.<\/span><\/p>\n

<\/p>\n

Analysts also noted that Russian President Vladimir Putin has repeatedly ignored international agreements and changed the rules to suit himself. In 2020, Russia rewrote the constitution, allowing Putin to remain in power for years.<\/span><\/p>\n

<\/p>\n

ISW emphasized that this behavior of the Kremlin proves that any Russian promises without real deterrence mechanisms have no value. Moscow’s declarations are not capable of ensuring Ukraine’s long-term security.<\/span><\/p>\n

As previously reported, a direct line with Vladimir Putin took place in Moscow in the “Results of the Year” format, during which he made a number of statements regarding the war against Ukraine, the economic situation, and international relations.<\/a><\/p>\n

Recall that Russia does not intend to abandon its goals regarding the occupied territories of Ukraine and is ready to achieve them both diplomatically and militarily.<\/a><\/p>\n
