There may be several possible explanations:<br data-start=\"265\" data-end=\"268\" \/>\u2013 The Americans requested it (though I don\u2019t really believe this);<br data-start=\"334\" data-end=\"337\" \/>\u2013 It was coordinated with certain European actors (in my view, this cannot be ruled out);<br data-start=\"426\" data-end=\"429\" \/>\u2013 Continuing talks with the Russians may have forced the Americans to harden the conditions (I believe this is one of the more plausible reasons);<br data-start=\"575\" data-end=\"578\" \/>\u2013 It could be part of the President\u2019s internal political strategy (which I also consider a plausible reason).<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/the-cart-is-before-the-horse-the-peoples-deputy-pointed-out-critical-shortcomings-of-the-peace-plan\/\">\u201cThe cart is before the horse\u201d: the People&#8217;s Deputy pointed out critical shortcomings of the peace plan<\/a>\n\t<\/aside>\n\n<p data-start=\"95\" data-end=\"585\"><strong data-start=\"95\" data-end=\"120\">2. What happens next?<\/strong><br data-start=\"120\" data-end=\"123\" \/>\u2013 As noted above, this document will almost certainly not be signed. The Russians will refuse to sign it.<br data-start=\"228\" data-end=\"231\" \/>\u2013 The Americans will continue negotiations, responding to the Kremlin\u2019s tougher stance, and will apply pressure on Ukraine, including by rejecting any analogy with NATO\u2019s Article 5.<br data-start=\"412\" data-end=\"415\" \/>\u2013 It is possible that the negotiations issue will once again become a point of contention between Democrats and Republicans, which would pose a global challenge for us.<\/p>\n<p data-start=\"587\" data-end=\"1005\"><strong data-start=\"587\" data-end=\"653\">3. Putin will engage in peace talks only under two conditions:<\/strong> either out of fear (Trump currently lacks leverage, and China is unlikely to play the U.S. game) or if he can secure the conditions he desires\u2014territorial gains, lifting of sanctions, a return to the global stage, and ideally influence over Ukrainian elections.
