He also mentioned the technical problems of the &#8220;Diya&#8221; system during mass polls, which indicates the unpreparedness of the infrastructure for electoral loads.<\/p>\n<p> Koshel is convinced that due to negative historical experience with fraud and server tampering, Ukrainians will not trust results obtained through electronic systems. This makes paper voting the only acceptable option for maintaining stability.<\/p>\n<p> In addition, according to Oleksiy Koshel, organizing the electoral process in conditions of constant missile strikes and drone attacks is a practically impossible task. He is convinced that Ukraine is not able to provide the proper level of protection for thousands of polling stations in a short time.<\/p>\n<p> &#8220;We understand perfectly well that we will not build 30,000 polling stations, 30,000 new bomb shelters, even if we wanted to, in the next few months,&#8221; the head of the CVU stated.<\/p>\n<p> He compared the situation with the experience of other post-war countries, where elections were held in the presence of mine danger, but without the threat of air attacks on civilians. He also reported on the failure to receive the promised volumes of air defense systems from partners and questioned Russia&#8217;s readiness to end the war.<\/p>\n<p> It should be noted that there are currently no draft laws or bills in Ukraine that would regulate the holding of elections in wartime. However, <a href=\"https:\/\/prm.ua\/u-radi-zaiavyly-pro-mozhlyvist-provedennia-vyboriv-pid-chas-viyny-ta-nazvaly-kliuchovu-umovu\/\">the Verkhovna Rada is ready to prepare all necessary documents<\/a> to ensure a democratic process even during hostilities.<\/p>\n<p> By the way, earlier political scientist Volodymyr Tsybulko named four <a href=\"https:\/\/prm.ua\/yakshcho-vzhe-tak-sverbyt-chotyry-realistychnykh-stsenarii-vyboriv-pid-chas-viyny\/\">realistic scenarios for elections during the war<\/a> .
