Ukrainian President Volodymyr Zelenskyy has announced preparations for a large-scale reboot of the government system, defense sector, and law enforcement agencies in the event that Russia blocks the diplomatic path to ending the war. The head of state will personally monitor personnel rotations in all key structures.<\/strong><\/p>\n

He said this at a briefing following the meeting of national security advisers of European countries.<\/p>\n

Phased reset of power<\/strong><\/h3>\n

Zelensky explained that the process of renewing leadership will continue in stages and will cover the Cabinet of Ministers, the law enforcement system, the security system, the Ministry of Defense, and the Armed Forces of Ukraine.<\/p>\n

“As for the reboot, as I told you, all the processes, the Cabinet of Ministers, the law enforcement system, the security system, the Ministry of Defense, and from the Ministry of Defense, in addition to the production of Ukroboronprom, etc., the Armed Forces of Ukraine certainly also come out. And we are talking about steps one by one, and not saying that today we are ready to replace the commander-in-chief,” the president said.<\/p>\n

The Head of State emphasized that he would personally handle all personnel changes.<\/p>\n

“I will personally handle the rotations of absolutely all leaders,” Zelenskyy said.<\/p>\n

At the same time, as Zelensky noted, the replacement of the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky, is not planned.<\/p>\n

Election issues during war<\/strong><\/h3>\n

The President commented on the possibility of holding elections during the war, noting that the lack of legislative changes complicates this issue.<\/p>\n

“If changes had been made to the legislation during Covid, there would be no question of elections during wartime today. Then it could have been tried – the risks were much lower. However, there are currently no relevant legislative changes,” he said.<\/p>\n

Commentary on the events in Venezuela<\/strong><\/h3>\n

Zelensky also commented on the situation with the capture of Venezuelan President Nicolas Maduro.<\/p>\n

“If this can be done with dictators, then the United States knows what to do,” the head of state said.<\/p>\n

Security guarantees and meeting in Paris<\/strong><\/h3>\n

The President said that the leaders of the “Coalition of the Willing” countries will discuss the final details of security guarantees at a meeting in Paris.<\/p>\n

“In principle, this is the number one task to finalize the document on security guarantees for the “Coalition of the Willing” in order to prepare it as one of the grounds for discussion in the United States of America with President Trump: here is this document that is ready from the Europeans, etc.,” Zelensky explained.<\/p>\n

According to him, security guarantees for Ukraine will consist of three elements: guarantees from the “Coalition of the Willing”, Ukraine’s future membership in the European Union, and bilateral security agreements with the United States of America.<\/p>\n

Dialogue with Russia and the role of the US<\/strong><\/h3>\n

The Head of State emphasized that the only effective way to convince Russia to compromise is dialogue backed by pressure.<\/p>\n

“US pressure should be stronger, but I see great work by the American team together with the Ukrainian team throughout December,” the president noted.<\/p>\n

Zelensky also answered questions about possible alternative paths to negotiations.<\/p>\n

“I don’t think there is a really quick alternative to the dialogue that is currently underway. What could be an alternative path? The United States doesn’t want it, and then Europe takes the lead in this process. But is it faster than the American one? I’m sure not,” he said.<\/p>\n

Use of Western weapons<\/strong><\/h3>\n

The President commented on the situation with the use of Western weapons for deep strikes on Russian territory.<\/p>\n

“We have entered a phase where we use what we have. And what cannot be used is not given to us,” Zelenskyy said.<\/p>\n
