The Cabinet of Ministers of Ukraine has updated the rules for the purchase, storage, and use of gas pistols and spray cans. In particular, gas cans were allowed to be purchased from the age of 18 without any permits, while gas pistols remained objects of the permit system.<\/strong><\/p>\n

This was reported by the press service<\/a> of the Cabinet of Ministers.<\/p>\n

The Cabinet of Ministers of Ukraine, by Resolution No. 1735 of December 24, 2025, updated the rules for the circulation of special self-defense means, replacing Resolution No. 706 of September 7, 1993.<\/p>\n

The document defines a list of special self-defense means charged with tear gas and irritant substances. It includes gas canisters, gas pistols and revolvers of 6, 8 and 9 millimeters, as well as cartridges for them.<\/p>\n

According to the updated rules, gas canisters<\/strong> can be purchased, carried, transported and stored by citizens, legal entities and individual entrepreneurs who have reached the age of 18, without obtaining permits<\/strong> , medical certificates or registration.<\/p>\n

At the same time, a separate procedure has been established for gas pistols<\/strong> and revolvers. Their purchase by citizens is possible only with a permit<\/strong> from the National Police, a medical certificate stating the absence of contraindications, and confirmation of training in the rules of handling and use.<\/p>\n

After purchase, the owner is required to obtain a separate permit to store and carry a gas pistol or revolver. The purchase permit is valid for up to 3 months, and the storage and carrying permit is issued for a period of 3 years.<\/p>\n

The storage, carrying, transportation and use of homemade or unnumbered gas pistols and revolvers is prohibited.<\/strong> Transferring such devices to other persons is not permitted, and carrying or transporting them without a permit is grounds for seizure by the police.<\/p>\n

The resolution also defines the grounds for refusing to issue or canceling a permit. These include medical contraindications, administrative liability for domestic violence, drug trafficking offenses, alcohol or drug intoxication, a criminal record, or a report of suspicion in criminal proceedings.<\/p>\n

The use of gas weapons is permitted only for self-defense or protection against animals. Before use, if possible, it is necessary to warn the attacker. It is prohibited to use such weapons in places of significant crowding, against children, the elderly, pregnant women, people with disabilities, as well as against law enforcement officers and military personnel during the performance of their official duties, except in cases provided for by law.<\/p>\n

The National Police monitors compliance with the updated rules. Gas pistols and revolvers are registered in the Unified Weapons Register of the Ministry of Internal Affairs.<\/p>\n
