Child abuse in a family-type orphanage was exposed in the Kirovohrad region.<\/strong><\/p>\n

In the Kirovohrad region, law enforcement officers uncovered cases of cruelty against a minor in a family-type orphanage.<\/p>\n

<\/p>\n

The prosecutor’s office and police of the Kirovohrad region reported this.<\/p>\n

<\/p>\n

According to investigators, the woman, who acted as a foster mother and was responsible for caring for the children, deliberately restricted the 17-year-old girl’s freedom of movement for several months.<\/p>\n

<\/p>\n

The child has a Group I disability due to childhood, Down syndrome, and requires constant care, increased attention, and an individualized approach. However, according to investigators, the teacher placed metal chains on the girl’s arm and leg, connected with a padlock, effectively depriving her of the ability to move freely or leave the house on her own.<\/p>\n

<\/p>\n

The woman explained her actions by the need to go to work and the fear that the child might escape.<\/p>\n

<\/p>\n

Furthermore, the investigation established that at night, the girl’s freedom was further restricted\u2014she was tied to the bed with a cloth belt, making any movement completely impossible.<\/p>\n

<\/p>\n

Law enforcement officials note that such actions caused physical and mental suffering to the child, and also significantly violated his right to liberty and security of person, guaranteed by Ukrainian law and international standards for the protection of children’s rights.<\/p>\n

<\/p>\n

The woman was charged under Part 2 of Article 146 of the Criminal Code of Ukraine. The charge carries a penalty of up to five years in prison.<\/p>\n

<\/p>\n

The pre-trial investigation is currently ongoing. The question of pretrial detention and dismissal from her position, taking into account her work with children, is being decided.<\/p>\n

<\/p>\n

Law enforcement agencies also evaluate the actions of officials and relevant services to properly protect the rights and legitimate interests of children.<\/p>\n
