The first meetings of both headquarters have already taken place.

It has also been decided to change the rules for citizens’ movement during the curfew. People will be allowed to move freely through the streets in order to reach the Points of Invincibility, particularly at night.

It is separately recommended that the National Commission for the Energy and Utilities of Ukraine (NKREKP) review and simplify the procedures for connecting backup energy equipment to networks as soon as possible. It is assumed that the review and approval of projects, obtaining technical specifications, as well as the inspection and sealing of metering units will take no more than 2 days at each stage.

In addition, it is planned to redistribute reserve equipment between regions, taking into account the needs of life support facilities.

State-owned companies, in particular Ukrzaliznytsia and Naftogaz, must ensure the purchase of imported electricity during the 2025/26 heating season in the amount of at least 50% of total consumption.

The government notes that the main task remains coordinated and effective work to stabilize the situation in the energy system of Ukraine, in particular in the city of Kyiv, as soon as possible.

It was previously reported that Ukraine’s energy system is in difficult conditions due to intensive Russian shelling and the most severe winter in 20 years .
