The Main Intelligence Directorate of the Ministry of Defense of Ukraine reported that Russia is considering options for striking electricity transmission substations that support the operation of Ukrainian nuclear power plants. This is supposed to force Ukraine to sign unacceptable surrender demands and cause a power and heat cut for the civilian population.<\/strong><\/p>\n

This was reported by the press service<\/a> of the GUR.<\/p>\n

The intelligence report states that the aggressor state Russia is considering attacking strategic facilities in Ukraine’s energy system. These include electricity transmission substations that support the operation of Ukrainian nuclear power plants.<\/p>\n

Intelligence notes that such a pressure campaign should force Ukraine to sign unacceptable surrender demands to end the war.<\/p>\n

Moscow also plans to intensify its intimidation of European countries and the West in general to deter support for Ukraine. In particular, it is about deterring Ukraine’s ability to repel air strikes on critical energy infrastructure facilities.<\/p>\n

The report specifies that by destroying or disabling substations, Russia seeks to disconnect the nuclear power plant units from Ukraine’s unified energy system. According to intelligence, this should lead to total blackouts of electricity and heat for the civilian population.<\/p>\n

As of mid-January 2026, Russia has conducted reconnaissance of ten relevant critical energy infrastructure facilities in nine regions of Ukraine.<\/p>\n

The intelligence community also stated that the Kremlin’s intentions to attack substations in order to destroy generation at Ukraine’s nuclear power plants using a hybrid method once again indicate the genocidal nature of Russia’s war against Ukraine.<\/p>\n

By the way, Ukraine is currently unable to cover more than a third of its domestic electricity needs due to damage to the power system<\/a> . Consumption reached 18 gigawatts the day before, while the system’s capacity is only 11 gigawatts.<\/p>\n

It was previously reported that Ukraine’s energy system is in difficult conditions due to intensive Russian shelling and the most severe winter in 20 years<\/a> . In connection with the emergency situation in the energy sector, the Government has identified a set of measures to overcome its consequences.<\/p>\n
