In 2025, about 290 thousand citizens left Ukraine and did not return. This is significantly less than a year earlier: the rate of so-called “non-returns” decreased by one and a half times compared to 2024.<\/strong><\/p>\n

This is evidenced by<\/a> the data of the analytical study of the Opendatabot service.<\/p>\n

According to estimates, last year, more than 37 million official border crossings were recorded at the state border. Of these, almost 18.4 million people entered Ukraine, while there were about 18.7 million exits. The vast majority of crossings \u2014 86% \u2014 were made by Ukrainian citizens.<\/p>\n

Analysts note that Ukrainians began to cross the border more often: in 2025, the average reached 2.7 million crossings per month, while in previous years it fluctuated at the level of 2.5 million.<\/p>\n

Despite the increase in mobility, the difference between those who left and those who returned is gradually decreasing. At the end of the year, 16.1 million Ukrainians left the country, while 15.8 million returned. Thus, about 290.3 thousand people remained abroad, which is significantly less than in 2024, when this figure was almost 443 thousand.<\/p>\n

In total, during the four years of full-scale war, approximately 3.1 million citizens officially left Ukraine and did not return. More than 70% of all such cases occurred in the first year of the full-scale invasion.<\/p>\n
