The strategy serves as a tool to legitimize the occupation by incorporating the captured territories into the legal, administrative, and economic space of the Russian Federation.<\/p>\n<p><\/p>\n<p data-start=\"739\" data-end=\"1309\"> The document declares ecological transformation, development of infrastructure, tourism, water transport and fisheries. At the same time, the stated goals until 2030 do not correspond to the real state of the region, which is in conditions of war, sanctions and destruction of basic infrastructure. Among the planned indicators are the improvement of public services for 2.58 million people, the creation of comfortable living conditions for 750 thousand people and the formation of a tourist flow of 23.6 million trips per year. These indicators are not supported by sources of funding or clear implementation mechanisms.<\/p>\n<p><\/p>\n<p data-start=\"1311\" data-end=\"1836\"> The strategy implementation plan includes 79 measures in 18 areas. Among them are the construction of the federal sea resort &#8220;Primorsk&#8221; in the Zaporizhia region, the development of sturgeon farming, oyster farms and jellyfish processing. The restoration of ecological and hydrometeorological monitoring systems, the disposal of sunken ships in the Sea of Azov and large-scale changes to the water management schemes of the Don and Dnieper rivers are also declared. At the same time, the list of environmentally hazardous objects that are planned to be eliminated is not specified in the document.<\/p>\n<p><\/p>\n<p data-start=\"1838\" data-end=\"2151\"> The strategy places special emphasis on the modernization of the port and transport and logistics infrastructure of the Azov Basin and its integration into all-Russian cargo corridors. Despite the civilian rhetoric, these measures have a dual purpose and are aimed at strengthening the military and logistical capabilities of the Russian Federation in the region.<\/p>\n<p><\/p>\n<p data-start=\"2153\" data-end=\"2385\"> The SZRU notes that the strategy is demonstrative in nature and combines inflated socio-economic promises with infrastructure projects focused primarily on the interests of the aggressor state, rather than on the needs of the population of the Sea of Azov.<\/p>\n<p><\/p>\n<p data-start=\"2153\" data-end=\"2385\"> As previously reported, <a href=\"https:\/\/prm.ua\/minfin-rf-vyznav-rekordnyy-defitsyt-vytraty-perevyshchyly-dokhody\/\">Russia&#8217;s federal budget has been running a serious deficit for the fourth year in a row<\/a> .
