The United States and the European Union have prepared a detailed plan for Ukraine’s post-war reconstruction, which envisages attracting up to $800 billion in public and private investment over the coming years.<\/strong><\/p>\n

This is reported by<\/a> POLITICO, citing a document obtained by the publication.<\/p>\n

<\/p>\n

The 18-page document outlines a ten-year reconstruction program for Ukraine. The plan calls for a phased rollout of recovery, including a separate 100-day action plan to kick-start key economic processes immediately after the fighting ends.<\/p>\n

<\/p>\n

Key points include a gradual transition from emergency international assistance to Ukraine’s self-reliant economic growth. The plan also lays out an accelerated path toward European Union membership as a basis for attracting long-term investment and reducing business risks.<\/p>\n

<\/p>\n

The financial model envisages the mobilization of around $500 billion in public and private capital from the EU, the US and international financial institutions, including the IMF and the World Bank. Separately, the European Commission plans to allocate around \u20ac100 billion in budget support and investment guarantees within the EU budget for 2028-2034. This is expected to leverage over \u20ac200 billion in private investment.<\/p>\n

<\/p>\n

The US is set to play the role of a strategic economic partner for Ukraine. The document envisages the active participation of American companies in infrastructure restoration, energy development, extraction of critical minerals and technological projects. Washington is also to act as a key instrument for attracting private capital.<\/p>\n

Separately, the document emphasizes that the success of the plan directly depends on the cessation of hostilities. In the absence of a stable regime of calm, large institutional investors are not ready to invest in Ukraine, despite the presence of a long-term reconstruction strategy.<\/p>\n

Earlier it was reported that US President Donald Trump and NATO Secretary General Mark Rutte agreed on a framework agreement that provides for strengthening security in the Arctic with a focus on Greenland.<\/a><\/p>\n

Recall, Washington is considering an offer to Ukraine to give up Donbas in exchange for a plan to finance the country’s reconstruction worth $800 billion.<\/a><\/p>\n
